The government has not yet reached an agreement on the zero percent loan. Its introduction is being pushed by the Civic Coalition and the Polish People's Party, but the Left and Poland 2050 are opposed. Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz claims that the project “is bad politics”
When Prime Minister Donald Tusk ended the official part, and when the ministers were left alone without cameras, the conversation was less diplomatic than the greeting of the head of government with Minister Katarzyna Pełczyńska-Nałęcz might suggest. – There are substantive differences, especially in matters that are not in the coalition agreement – said Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, before the government meeting.
During a government meeting, Donald Tusk allegedly accused the minister and leader of Poland 2050 of publicly announcing the government's rejection of the idea of a zero-percent loan, misleading voters and breaking the agreements reached between ministers.
– Certainly, a lot of people, especially young people, are waiting for good news on this matter. If there is no majority, because Szymon Hołownia's group decides that it does not want this (project – editor's note) loan, then they will vote for it, but I would be surprised if this happened – informed the head of government after the meeting.
Another dispute in the coalition
However, the repeated appeals and reprimands by the Prime Minister for several days have not changed anything. Katarzyna Pęłczyńska-Nałęcz continues to openly criticize the bill supported by the Prime Minister and prepared by a minister from the PSL regarding a cheap loan for the first apartment.
– What are young Poles struggling with? With a lack of their own contribution, I heard about it at dozens of pre-election meetings. Hundreds of phone calls and emails to the Ministry of Development and Technology are coming in: we want support from the possibility of taking out a loan – emphasizes Władysław Kosiniak-Kamysz, Deputy Prime Minister, Minister of National Defense and leader of the Polish People's Party.
– A zero percent loan is not good, not because it is about personal dramas, but because it is bad politics – argues Katarzyna Pełczyńska-Nałęcz.
The Idea of the Left and Poland 2050
According to politicians from Poland 2050 and the Left, including the deputy minister responsible for housing, all loan subsidy programs affect the growth of housing prices. Therefore, as they say, the government's task is to increase the availability of housing.
– We are a responsible coalition partner, we do not conduct politics through tweets or sarcasm, we acknowledge that some groups in the coalition have their own ideas – comments Tomasz Lewandowski, Deputy Minister of Development and Technology.

The idea of the Left and Poland 2050 to solve the housing problem in Poland, which PiS, among others, failed to do, is to build cheap rental apartments, i.e. housing estates built by the local government with money from the budget. – In the next step, we planned to support housing cooperatives, for TBSs, which also have huge potential in implementing housing policy, so yes: the state should actively support construction – believes Krzysztof Kukucki, the president of Włocławek.
The government has secured over PLN 4 billion for housing construction next year.
