The special act for flood victims came into force. What help for flood victims? Benefits, allowances, subsidies

On Saturday, the provisions on aid for flood victims, published on Friday in the Journal of Laws, came into force. They include, among others, support for borrowers, an allowance of PLN 1,000, additional vacation days and assistance for entrepreneurs. There is a special hotline for flood victims.

On Friday, the so-called special flood act. According to the provisions, it enters into force the next day, i.e. on Saturday, October 5, 2024.

The Parliament passed an amendment to the Act on special solutions related to removing the effects of floods and certain other acts on Tuesday. On Thursday, the amendment was adopted by the Senate without amendments, and on the same day it was signed by the President of the Republic of Poland.

The amendment assumes that flood victims who have a housing loan and have lost – even temporarily – the ability to use their house or apartment will be able to receive non-repayable support from the Borrower Support Fund. Through the Fund, the state will repay the loan installments for 12 months.

Another solution is a housing support package. It will be provided from the Subsidies Fund non-refundable financial support for people who suffered from floods. This will allow, among other things, creation of housing premises in the commune's resources, renovation of such premises or additional preferences when granting renovation bonuses.

The amendment also provides for: random allowance in the amount of PLN 1,000. Withł, which will be intended to meet the educational needs of children who are completing compulsory annual pre-school preparation or students and have suffered damage as a result of flood, and additional care allowance for parents who cannot work due to the closure of e.g. a nursery or the absence of a nanny and must take care of their child.

New regulations make it possible suspension of civil or court-administrative proceedings ex officio due to the flood situation and the inability to participate in the proceedings, as well as suspension of the running of deadlines in administrative and court-administrative proceedings (e.g. filing an appeal, complaint, complaint, objection).

The special act also contains provisions regarding: management of flood waste. It also anticipates an increase up to PLN 1,000 in benefits for a family or a single person injured by a flood in order to cover the costs of electricity or fuel consumption necessary to dry the rooms occupied by that family or person. Additional money from the state budget in the amount of PLN 25 million is to be allocated for this purpose, from the special-purpose reserve.

Help for entrepreneurs in connection with the flood

It was also included in the special act aid mechanism for entrepreneurs affected by the effects of floods. They are to receive PLN 16,000. PLN for each person registered for insurance in ZUS or the equivalent of 75 percent average monthly revenue achieved a year earlier.

The presenters will be assisted sole proprietorshipsemployers and entrepreneurs running the so-called seasonal activity, i.e. people using mandate contracts. The support ceiling for one entrepreneur is set at: one million zlotysand PLN 1 billion was allocated to help companies affected by the flood.

Pursuant to the Act, an employee injured in a flood will receive the right to additional paid leave of up to 20 days to remove the effects of the element. The employer will be able to obtain reimbursement of remuneration costs and social security contributions for the duration of this leave from the Guaranteed Employee Benefits Fund.

The special flood act also states that: surplus equipment from the “Laptop for students” program will be sent to flood-affected schools and to psychological and pedagogical counseling centers. According to government estimates, it is 19,000. computers.
