ISW in the analysis of the war in Ukraine estimates that The Kremlin continues to communicate its lack of willingness to enter into peace talks. “President Russia Vladimir Putin is still not interested in a negotiated ceasefire and is determined to achieve their goal of destroying Ukrainian statehood“- we read in the latest report.

This is evidenced by the recent conversation between the Russian president and his Serbian counterpart. Aleksandar Vucic was supposed to raise the topic of a ceasefire on the front, to which Putin replied that Russia would fulfill all the goals of its “special military operation” (Russian propaganda name of the war – ed.) in Ukraine, which, according to ISW, is tantamount to destruction of Ukrainian statehood and leadership.

War in Ukraine. A ceasefire will give Putin time

Experts recall that in early July, the Russian president publicly rejected the ceasefire proposal during a press conference with the prime minister Hungarian Viktor Orban, arguing that such a step would enable Ukraine to regroup and rearm.

American analysts have similar concerns – but about the aggressor's army.

“Negotiated ceasefire on current terms and conditions it will only benefit Russia and give the Kremlin time to further radicalize and militarize the Russian public against Ukraine, as well as time for the Russian military to rest and recuperate, possibly before starting new offensive against Ukraine“.

Escalation at the front. Russia uses new weapons

The lack of willingness to enter into any negotiations is also evidenced by recent movements on the front. The Kiev Institute of Forensic Expertise – after examining the remains of drones flying from the east – determined that the last unmanned aerial vehicles were equipped with lethal thermobaric missiles. The advanced technology and modernized missiles are to be extremely fast and invisible to radar.

Additionally, the Russians were to replace the control systems and equipment hits targets at the front even more accurately. In the longer term, this may indicate a potential escalation of hostilities.

Meanwhile, Ukrainian air defenses destroyed 31 of 48 Russian drones over various regions of the country during a night attack, the Kyiv Air Force said on Friday.
