The bill, which imposes the obligation to disclose the prices of apartments on the developers, was sent to the parliamentary Iinfrastructure Commission. According to the new regulations, developers will be required to keep a website where information on the prices of real estate will be available.
It is a draft amendment to the Act prepared by Poland, among others, on the protection of the rights of the buyer of a dwelling or a single -family house.
Public prices. Project addressed to the Commission
MP applicant Kamil Wnuk (PL2050) during the sitting of the Sejm explained that people interested in buying an apartment have difficulty obtaining information about the price of the premises. – The purpose of our project is to introduce regulations that guarantee interested citizens reliable and current information about the prices offered by developers of residential premises and single -family houses – he said.
The MP announced that the project provides for the introduction of the obligation to run a website, on which housing prices will be given from the beginning of the sale to its completion. The developer will also have to inform about all price changes and additional purchase costs. In the event of failure to comply with the developer's obligation, he could be checked by Office of Competition and Consumer Protection and a fine of four percent of the annual turnover.
During the discussion, no club submitted a request to reject the project at first reading. Thus, the Sejm referred the project to further work in the Infrastructure Committee.
Deputy Minister of Development and Technology Michał Jaros estimated that the project is a “good direction”, although the Act does not impose an obligation to present the prices of apartments “effectively”. – For example, by imposing the obligation to publish prices exclusively on the developer, the situation in which the sale is made by the broker was omitted – he explained.
He also informed that the Ministry of Development is working on establishing a data portal about trading in apartments (house), which is to collect data on transaction prices on the real estate market. These data are to come from notarial acts and be divided into the secondary and primary market as well as the location. In Jaros's opinion, the combination of openness of the offer and transaction prices would actually improve the negotiating position for potential buyers of the property.

Piotr Król (PIS) announced that his club would propose amendments to the project if a group of project designers did not do it. According to him, the current regulations are imprecise, because “if the developer will have a sense of humor, he will set up a website called 'Kiss Żabka in the paw pl'. – Will there be a website? Will be – he said.
The representative of the club Ko Jolanta Niezgodzka estimated that “full transparency in terms of prices is a positive direction for the market.” – The KO club recommends further work on the bill – she emphasized.
In turn, Deputy Minister of Digitization Michał Grammar (PL2050) announced that he would submit an amendment, which would be aimed at the obligation of developers, that “in addition to informing on their websites about the prices of apartments, they also send this information to the portal Dane.gov.pl”.
Arkadiusz Sikora from the left noticed that the current prices of apartments are “gigantic”. He added that the project requires clarification, but the left is in favor of changes and will “work in committees on this formula for the sale of apartments by developers to be as transparent as possible”.
According to the representative of the Confederation Witold Tumanowicz, the project “actually reduces information asymmetry”. He noted, however, that he has several comments on the UOKiK control, for example. – Confederation He does not submit a request to reject the application at first reading, we will look at what shape it will come out of the committee – summed up Tumanowicz.
