The state budget deficit after December 2024 was 210.9 billion, which is 87.8 percent of the amount scheduled for last year – according to the data published by the Ministry of Finance. According to the budget act amended in November, the deficit was to amount to no more than PLN 240.3 billion.

The Ministry of Finance in the estimated report on the implementation of the budget after December 2024 also stated that budget revenues after December amounted to over PLN 623.4 billion, which accounted for 99.6 percent. the amount scheduled for the whole year (income was to amount to PLN 626 billion).

Tax revenues amounted to PLN 555.9 billion (by almost PLN 3.7 billion less than the amount planned in the budget). Indirect taxes – VAT and excise duty – gave the budget to just over PLN 383.2 billion (by approx. PLN 5.5 billion less than plan for the whole year), tax on profits of legal persons – PLN 60.2 billion (by approx. 1, PLN 7 billion more than planned in the budget, which is 102.9 percent.

The tax on financial institutions brought the budget by the end of December over PLN 6.4 billion (it is 3.1 percent more than planned). Failure revenues gave the budget almost PLN 64.95 billion (by PLN 2.5 billion more than written in the budget).

Budget expenditure in 2024 amounted to over PLN 834.3 billion, i.e. about PLN 32 billion less than planned (the implementation of budget expenditure amounted to 96.3 percent of the plan).

The government amended the budget

The budget act, adopted in January 2024, assumed that the deficit would amount to no more than PLN 184 billion. According to the budget act amended in November, the deficit was scheduled for PLN 240.3 billion.

The Ministry of Finance explained that the reason for the amendment are lower than the VAT, CIT and partly – Z VAT, CIT revenues planned in the Budget Act. Pitas well as the lack of revenues from the NBP profit and lower than planned revenues from the sale of CO2 emissions. In the amendment, VAT revenues were planned at a level lower by PLN 22.9 billion than in the budget. CIT income will be lower by PLN 11.5 billion, also about PLN 11.5 billion will be revenues from PIT, although mostly this defect results from the transfer of funds from PIT to local governments.

The lower income was affected inflation – which is to amount to 3.7 percent on average annually. not 6.6 percent

The amendment also includes the transfer of additional PLN 10 billion to local governments (of which PLN 8.2 billion is PIT funds, the lack of which will reduce the amount of revenues from this tax in the central budget). In addition, PLN 1.2 billion will receive NFZand PLN 600 million – KRUS.
