Changes for drivers are being prepared. EC wants to tighten the rules

The European Commission (KE) proposed changes in directives on periodic technical tests of vehicles, registration documents and exhaust emission tests. Proposals include digitization of documents and compulsory recording of the condition of roadometers to prevent them from manipulating.

The aim of the new regulations is to fight fraud regarding the course of used vehicles. Brussels wants to make it difficult to manipulate at the roadsometers before re -registration of the car in another EU country. The EC decided that the exchange of such data between member countries is insufficient.

Registration obligation

That is why she proposed mandatory recording of roadsometers' indications in domestic databases and sharing these data to other Member States before re -registration of a used car. The EC decided that the exchange of data between the Member States makes it difficult to use paper documents. For this reason, some information in the national vehicle registers is not available or is out of date.

In the opinion of the EC, this makes it difficult to “honest competition in trade in used vehicles” and enforcement of regulations regarding crimes or offenses related to road safety. That is why she proposed digitization: testimonies of traffic fitness and vehicle registration certificate.

Other changes

Changes will exacerbate the inspections of vehicles older than 10 years. In all EU countries, periodic technical tests of older cars will have to be carried out every year (most countries – including Poland – already apply such an obligation, but now there will be no escape from it). The EC also wants to introduce the possibility of performing a periodic technical examination in other EU countries, which is to make it easier for car owners who are currently in another country in the Union. The EC also proposed that in the case of vehicle emission testing, the current exhaust pipe test would be replaced by measuring the number of solid particles, which until now was recommended, but not obligatory. It's about cars with a diesel engine (so -called diesel) and heavy vehicles. The EC also wants to introduce more stringent requirements for periodic technical tests of motorcycles. The changes apply to directives: on periodic technical tests of vehicles, vehicle registration documents and road control of commercial vehicles.
