Late on Monday evening, the government adopted a draft amendment to the Renewable Energy Sources (RES) Act. The proposed changes concern, among others, prosumers, who will be able to settle accounts in the net-billing system based on the market monthly energy price and on an hourly rate.
On Monday Council of Ministers dealt with the draft amendment to the Act on renewable energy sources and certain other acts. The author of the project is the Ministry of Climate and Environment.
As Minister Hennig-Kloska noted on the X website, the projects adopted at the government meeting were written in the Ministry of Climate and Environment.
The minister noted that the draft amendment to the RES Act supports prosumers by providing them with better settlement conditions for home photovoltaic installations, shortens the deadlines for issuing permits and decisions to accelerate investments in renewable energy, and introduces relief for the energy-intensive industry.
Hennig-Kloska added that the draft hydrogen law provides opportunities to use hydrogen as a fuel in Poland.
“A gift for the anniversary of the elections on October 15? For me, these are two important bills adopted at the government meeting, which we wrote at the Ministry of Climate and Environment,” the minister emphasized.
Changes in renewable energy. Proposals of the Ministry of Climate
The new regulations will cover four areas:
– changes in the net-billing settlement system; – ensuring compliance of national law with EU law; – acceleration of the issuance of permits in the field of renewable energy; – organizational changes in connection with the entry into force of the Central Energy Market Information System (CSIRE).
Proposed changes to net-billing
Net-billing means that the prosumer sells the surplus energy he or she produces and, if necessary, buys it. However, he does not receive any money in his hand, and settlements are made via a prosumer account from which energy is purchased.
According to the current rules in force from July 1, 2024, the settlement of energy fed into the grid is only hourly, and the refund of the value of unused energy fed into the grid is up to 20%. in a given month.
The amendment assumes changes to the rules for settling photovoltaics. According to the new regulations, prosumers will be able to choose between monthly and hourly net-billing settlement systems. When billing hourly, you will be able to receive a higher refund (30%) for unused energy fed into the network, but you will not be able to return to monthly billing. When billed monthly, the refund will be 20%.
Other proposed changes to renewable energy sources
Thanks to the proposed changes, the installation and design of selected renewable energy sources will be faster. It's about photovoltaic panelsenergy storage facilities, heat pumps, devices and installations necessary for connection to the grid, as well as renovation, reconstruction, reconstruction, superstructure or expansion of renewable energy installations.
The Ministry of Climate also wants to update the list of sectors eligible for relief for energy-intensive consumers, in line with EU guidelines. Two levels of relief are proposed: 85%. for sectors particularly exposed to the risk of carbon leakage and 75 percent. for other companies.
