Bank employees will be able to verify people showing evidence thanks to access to the register of photos of ID cards – reports the department of digitization, citing the project adopted by the government. It will also not be necessary to inform banks or SKOKs about the exchange of evidence.
It is a draft amendment to the Act on computerization of entities carrying out public tasks and some other acts.
Changes in ID card
The department of digitization, informing about the adoption of this project by the government, emphasized that the new regulations are to facilitate the lives of citizens and companies, and will also allow new services to introduce new services in the MOBKITNIA application such as registration of foreign travel, will increase the safety of identity verification, and will also reduce the risk of extortion.
The bill enables private sector companies, such as banks, access to a photo of a person from the register of ID cards, which will allow officials to verify whether the person showing the evidence is its owner.
It was reminded that today there is often identification of identity by using e.g. a false document with real data and another photo. The ministry pointed out that comparing a photo from the document with this register will help limit this practice. Access to the photo will only be possible with the consent of the Minister of Digitization, and the photograph will not be able to be stored by the verification entity. This solution complements the service of the PESEL number reservations and increases the level of protection of people.
One of the benefits that result from the planned Act is, among others will abolish the obligation to inform banks or SKOKs about the exchange of an ID card. “Information about the new document, including the number, series and expiration date, will be automatically transferred from the state system to financial institution systems” – explained in the communiqué.
New register
The draft amendment also includes provisions enabling the creation of one central register of Polish citizens staying abroad. The new register will be kept by the minister competent for foreign affairs in the ICT system, and the data can be provided, among others using the MOBIATR app.
According to the ministry of digitization, he added that the new solution will ensure the possibility of efficient and safe management in crisis situations, e.g. when quick evacuation from the threatened region is necessary. “The consul will have access to the citizen's data, including the address of stay and phone number, which will allow effective action in situations requiring immediate reaction,” it was explained.
