The recruitment of proposals in the new version of the Clean Air program is starting this Monday. According to the National Fund for Environmental Protection and Water Management, thanks to the reform of the program, assistance was directed to people particularly vulnerable to energy poverty and the rules of funding were sealed.
Applications for co -financing can be submitted from March 31.
Clean air 2025. Conditions and rules in the new program of the program
NFOŚiGW reports what is new in the next installment of the program. This:
– mandatory confirmation of the energy standard before and after the investment, – conditions of the highest funding depending on income criterion and the energy standard of the building, – nationwide operators – free support for beneficiaries of the highest and increased level of funding. The program operators will help people with the lowest income on the path of funding, implementation of the project and its settlements free of charge, the operators will first be municipalities and voivodship funds of environmental and water management (WFOŚiGW). – expenditure rationalization – maximum amounts of subsidies in individual types of eligible costs, including unit subsidies at M2 insulation surface.
Clean air 2025. Who will be able to use?
The clean air program in 2025 will be addressed to natural persons who They are the owners or co -owners of a single -family house or a residential premises separated in it with a separate land and mortgage register. “The minimum period of this property must be 3 years before submitting the application for co -financing. This requirement does not apply to inheritance situations, “the NFOŚiGW is noticing.
For one building or residential premises You can get one funding, and the beneficiary can only be once.
“The subsidy is paid by the NFEPW in whole or in a maximum of three parts. Investments are eligible for funding only in those buildings that have obtained a building permit until 31/12/2020. It is allowed to leave the fireplaces used for recreational purposes, but provided that they meet the ecogenic requirements and the target requirements of anti -smog resolutions in force in a given area and are not the main source of heating ” – we read in the announcement.
Clean air 2025. What are the income thresholds?
The program assumes three levels of funding according to the income thresholds in the household, which have been increased.
Highest level It's up to 100 percent net eligible costs.
“Applies to an average monthly income of up to PLN 1,300 per person in multi -person farms or up to PLN 1,800 in a one -man householdand for those who have the right to one of the four forms of benefit specified in the program (i.e.. permanent, periodic, family or special care allowance). Annual income from the Applicant's conduct of business activity by the Applicant or spouse may be a maximum of twelve times the minimum wage for work. Co -financing at the highest threshold is provided only for energy poor, i.e. for building owners or premises where the demand for utility energy for heating is above 140 kWh/m2 per year ” – explained.
Level up to 70 percent net eligible costs.
“Applies to monthly income up to PLN 2,250 per person or PLN 3,150 on single farms. Annual revenue from the applicant's conduct of business activity by the Applicant or the Applicant's spouse may be a maximum of forty times the minimum wage for work ” – explains NFOŚiGW.
Basic level This is a subsidy up to 40 percent. net eligible costs – it is for those whom The annual income does not exceed PLN 135,000.
Clean air 2025. Confirmed energy standard of the house
According to NFOŚiGW, the program also introduced a requirement for the mandatory confirmation of the building's energy standard – both before the investment and PO.
They are to be used:
– before the implementation of the project – energy audit with a document summarizing the energy audit (they will determine what the energy state of the building is and what work should be done to reduce the demand for energy for heating),
– after the implementation of the project – Energy characteristics certificate (confirmed by a reduction in the demand for heating energy).
“Both of these documents must be signed by a person entered in the register of persons authorized to prepare energy characteristics certificates (…), should be preceded by a visit to the house. You can also obtain a subsidy from the Clean Air program for the audit and certificate – up to PLN 1,600 in total” – served.
Clean air 2025. National operator system
As part of the reform, a nationwide operator system was introduced. “Operators will support the Beneficiary for free step by step, from making a decision on funding, through the implementation of the project until its completion and settlement. The highest level of funding will be available only with the operator's support. A similar situation applies to pre -financing subsidies. In the case of a high level, this will be an option to choose ” – we read.
In the first stage, the operators will be municipalities and WFOŚiGW, in the next other entities. “Recruitment on municipal operators began on March 7. For their work, operators will get a flat -rate salary – PLN 1,700 for each effectively served beneficiary” – he said.
Clean air 2025. Pre -financing on new rules
As the NFOŚiGW explains, refinancing (advance payment) in the new installment of the Clean Airport programE is possible only by the operator and only at the highest and elevated level of funding.
“The advance is up to 35 percent. and is conditioned by submitting a maximum of three contracts with contractors for the implementation of the project. WFOŚiGW will pay an advance on the contractor's account on the basis of: the beneficiary's disposal, advance invoice and the operator's checking list confirming the fulfillment of the program conditions ” – we read.
“In the new clean air, the maximum amounts of subsidies in individual types of eligible costs have been determined. The level of co -financing to the work necessary for the implementation of the project, but not its main element, has been reduced. Limits of unit subsidies per square meter of the surface insulation of ceilings, floors and walls and behind the windows” – explained ” – explained.
As NFOŚiGW adds, it is worth recalling that the tax on goods and services (VAT) is not a qualified cost, so its cost will always be borne by the beneficiary.
“Beneficiaries of the Clean Air program can use the ZUM list, which helps in choosing devices and materials qualifying for funding. The UTI list is Mandatory in the case of choosing: heat pumps, wood -freeing boilers and pellet boilers. Currently, only those heat pumps are on the list that have research from the European laboratory, confirming the device parameters declared by the manufacturer ” – we read in the communiqué.
