“Key to apartment” is a new housing program proposed by the Ministry of Development and Technology. The Ministry of Development wants to allocate PLN 2.5 billion in municipal and social housing in 2025. In turn, the “First Key” program will be addressed to those who were not the owners of the apartments. – No zloty from this program will go to developers, emphasized Minister Paszyk.
– We want as a proposal that at least PLN 2.5 billion from this year should be allocated to social and municipal apartments. This will be possible due to the fact that the government (…) paid in the budget for 2025 the amount of PLN 4.7 billion for the broadly understood support of housing – said Paszyk.
He added that the funds will be allocated to the construction of new apartments and renovations of existing ones.
As the Minister of Development and Technology pointed out that the funds will be allocated to the construction of new apartments and repairs of existing ones.
– We want apartments (as part of social housing – editor's note) next year, no less than 6.5 thousand were created – said Paszyk. – We assume an annual increase in expenditure on social construction, to get closer to 40,000 in this system in 2030 – he added.
“First keys” only for the secondary market
In the new program, government support will be provided only for purchasing apartments on the secondary market, for people who have not previously had real estate – Krzysztof Paszyk, the Minister of Development and Technology, said. Buying a flat with support will be possible from the owner who had it at least 5 years.
The “First Keys” program is addressed to people who did not have and do not have a flat. As part of it, you can also build yourself or buy a house on the secondary market.
– We eliminate from support what is offered on primary market. No zloty from this program will go to developers. (…) Support for buying an apartment. This will not be possible when it comes to the primary market. (…) This is the first, colloquially speaking, fuse. The second is the limit of the price of a square meter of the apartment. For all of Poland it will be 10,000 PLN, for the five largest and most expensive cities will be raised to 11 thousand. zloty. Municipalities will be able to raise this limit on their own – said Paszyk.
– The third fuse is a requirement that the owner selling the apartment has an apartment for at least 5 years. So it is not possible to buy a flat from Fliper – he added.
