According to the residents' accounts, debris was to be sprinkled at Winning Street. This is also confirmed by the post of one of the local pizzerias. “We know that you like our pizza, but it would be better if you did not visit us in the coming days. A few hours later, the Mayor of the City informed at the convened briefing about the closure of the street during the demolition time of the top floors.

Difficulties in traffic were introduced until further notice. President Koszalin and his two deputies admitted that they did not have contact with the owner of the trade unionist, the Warsaw company, so they do not know how long the demolition will last. In their opinion, closing the streets will be needed until the top floors of the building are dismantled.
President Koszalin pointed out that he and his closest colleagues see the concern about the inhabitants, at the same time he appealed for peace so as not to panic, ensuring that everything is under control.
At night, however, a part of the undressed building was sliding down.
– There was nothing serious. Two fire brigades went to the scene. In fact, a piece of reinforced concrete element was observed, which fell on this demolition. In accordance with the local local development plan, a facility for five floors for service will be able to be built at the trade union place.
On January 31, during a press conference, President Koszalina Tomasz Sobieraj informed about the declaration submitted to the owner of the trade union. It was to apply to a change in the spatial development plan, so that on this particular plot it could be built higher.
Was to be demolished last spring
The owner of the facility is the Warsaw company. He issued a final decision allowing the demolition of the West Pomeranian Voivode at the end of January 2025.
According to the original plans, the trade unionist was to disappear from the map of the center in the spring of 2024. In the second half of February 2024, the Faculty of Architecture and Urban Planning of the Municipal Office in Koszalin issued a positive decision on its demolition. However, the inhabitants of one of the neighboring housing communities appealed to the West Pomeranian Voivode.

According to the law, the owner of the trade union could remove elements that threaten the safety of people and dismantle the outbuilding. And he did it. In the applicants' opinion, however, he was also going to demolish the walls of the main building, and he already needed permission.
There was a prosecutor's investigation
The course of the work was controlled by construction supervision, which in the second half of March last year ordered to suspend works until a final demolition permit was obtained. When this did not work, the prosecutor's office was notified of the possibility of committing a crime. She initiated an investigation and joined in administrative proceedings.

At the beginning of April 2024, the West Pomeranian Voivode annulled the contested decision to demolish by the municipality. The procedure for obtaining a permit for these robots returned to the starting point, while the investor was obliged to submit additional expertise. In the summer, the District Prosecutor's Office in Koszalin, after obtaining the opinions of experts, who excluded the danger of a trade unionist collapsed, discontinued the investigation.
In September, the municipality again reached the demolition of the building. This decision, the prosecutor's office, who was a party to administrative proceedings, appealed against the West Pomeranian Voivode, who did not comply with the complaint on January 30, 2025, and he upheld the decision of the Koszalin City Hall. The prosecutor's office did not exercise the right to lodge a complaint.
