Like the Profeto Foundation, she built a help center. NIK control report

The history of Profeto and the Help Center (called the Archipelago) is one of the louder scandals of the previous power. In February, the National Prosecutor's Office sent the first indictment to the District Court in Warsaw. Six people are accused: Father Olszewski and five officials of the Ministry of Justice.

Tvn24.pl has reached the results of the inspection NIKwhich shows how Profeto built the center. Radio ZET also wrote about the inspection.

Set competition

The previous findings of TVN24.pl and investigators showed, among others, that Profeto should not receive subsidies from the ministry at all, because it did not meet the conditions of the competition. As we revealed in previous texts, from the schedule Zbigniew Ziobrawhich secured the services, it appeared that the former minister met with Fr. Olszewski at least 36 times, of which 33 times before signing the subsidy agreement between the ministry and the Profeto Foundation. What's more, Profeto was looking for a plot for the construction of a help center before the competition was announced and agreed with the heart of the hearts (to which Olszewski belongs) the terms of the loan in connection with the construction.

In short: only the documents secured by investigators themselves clearly show that the competition that Profeto won was set. This is also confirmed by the Supreme Audit Office. According to the controllers, the Profeto Foundation won the competition as a result of “informal findings” between the management of the ministry and Fr. Olszewski.

As if that was not enough, from the contract with the ministry of Zbigniew Ziobra showed that Profeto was only to share the building for the victims of crime for a year. Then she could do from the center what she wanted – organize commercial events there, run Catholic media, which Profeto did earlier and even sell.

The latest inspection carried out by the Supreme Audit Office shows that in addition to all this in the construction of the center, money was simply defined. Fictitious invoices were issued, prices were overstated, and even buying equipment and building materials for millions of zlotys were bought, which disappeared – nobody from Profeto can answer what happened to them.

Evangelization instead of sewage system

As the Supreme Audit Office indicates, from almost 100 million, which Profeto was supposed to get (she managed to get 66 million, subsequent transfers were suspended by the new authorities of the ministry), only 3.4 percent were to go to the actual help of crime victims. The rest was to be absorbed by the construction of an impressive building in Warsaw's Wilanów.

The building with an area of ​​over 6,000 square meters includes, among others 29 intervention premises and five teams of therapy rooms.

In addition, the center was to be found in the center for 282 places, seven directors, four recording studios and three teachers. Father Olszewski and people responsible for construction explained to us in the past that these rooms were to serve, for example, music therapy, so that the victims of crime could record a record. However, NIK controllers claim that in the documents of any of these rooms were assigned to the tasks that the pro -Profeto was supposed to perform in the building.

The documents updated in 2022 in 2022 were added that all rooms in the building “could be used as part of evangelistic activities carried out by the Profeto Foundation for a wide audience.”

NIK also points out that, according to the changes in the agreement between Profeto and the Ministry of 17 residential premises, it did not have to serve the victims of crime, it could be used as apartments, e.g. for foundation employees.

By building a help center, Profeto from the beginning showed extreme incompetence.

“The Foundation has built a center for over PLN 66 million, which cannot be put into use due to the inability to connect to the water and sewage network” – we read in the report. As NIK indicates, the foundation authorities were aware of this from the beginning of the investment, and yet they continued their construction work. They hoped that the court would repeal the entries of the local spatial development plan unfavorable for the Profeto.

The project coordinator explained the NIK that he knew about problems with access to the sewage system in 2020, but the building designer and lawyer Krzysztof Wąsowski serving the Profeto were to assure him that “the problem can be solved”. The designer of the building denied that he said so, and Moc. Wąsowski refused to answer, citing the lawyer's secret.

As the NIK indicates, the construction of a sewage network that covered the help center was planned only around 2030.

NIK: Profeto embezzled millions of zlotys

Profeto chose Tiso as a general contractor. It is no accident, because the head of Tiso Piotr W. (he heard allegations, but went to cooperate with the prosecutor's office) was a longtime friend of the father, Fr. Olszewski, Jan.

Our findings and conversations with Piotr W. showed that it was Jan Olszewski (also construction) who actually built a help center. Tiso was to appear only in documents. The head of the company was to receive a percentage from inflated invoices for this.

This is also confirmed by the latest NIK control. As we read in the report, Jan Olszewski was authorized to Tiso's account with a unlimited card, with transfers from Profeto to this account.

The controllers point out that in Profeto signing the contract with Tiso, transfers for millions of zlotys for construction works and buying materials took place before obtaining a building permit. “For about 1.5 years, the investment was a construction arbitrariness” – says NIK.

The controllers meticulously analyzed the invoices and contracts, and were also at the construction site. Their findings show that millions of zlotys that were to go to the construction site were simply embezzled.

Profeto paid invoices for over PLN 7.2 million for construction works, which were not completed, including It was about buying building materials and earthworks. As we read in the report, Tiso “did not carry out works covered by the above invoices, and the funds spent on this account have never been recovered.” According to the Supreme Audit Office, the reception report, which was personally approved by Fr. Olszewski, constitute a certificate of untruth (Article 271 of the Penal Code).

Examples?

For almost 213 thousand PLN was bought a metal roofing to cover the roof, although the building is covered entirely with ceramic tiles. It is not known what happened to her. Same with 96 roof windows for 264 thousand.

Audio equipment and technical equipment were bought, among others From a friend of priest Olszewski company Framesound.

For PLN 4.77 million, lighting, multimedia equipment and equipment for the auditorium were bought. According to the Supreme Audit Office, expenses from this contract exceeded by 922 thousand. PLN market value of equipment.

Most interestingly, however, it is not known where this equipment is now. Framesound claims that it delivered equipment to the construction site, but during the NIK inspection project coordinator Marcin Święcicki stated that “he does not know where the purchased equipment is.” He said that Wąsowski could have knowledge on this subject.

In addition, as the Supreme Audit Office calculates for almost 600 thousand. PLN was bought temporary barracks for the needs of construction. NIK checked that such barracks can be bought for 60,000, i.e. in ten times less. And the fence, which, according to the cost estimate, was to cost 305 thousand. Return subsidy

Controllers also pay attention to the undocumented administrative costs of the project. In total, they amounted to as much as PLN 12.7 million. Profeto did not provide financial documentation confirming these expenses. The documents analyzed by the Supreme Audit Office show that this money was supported, among others, by the Development of the Hearts and other tasks not related to the construction of the Aid Center.

NIK counted that taking into account all the gross violations, undocumented and unreasonable expenses, Profeto should return a total of 56 million 214 thousand. zloty.

In March 2025, the Minister of Justice called for a refund Adam Bodnar. Among the eight entities, which, according to the ministry, should give funds, was also the Profeto Foundation. The ministry has calculated that the Foundation of Fr. Olszewski is to pay over PLN 66 million.
