MPs of the Polish People's Party – the third road submitted a draft amendment to the Act on the official time in Poland, proposing the introduction of year -round summer time. According to the authors, the liquidation of the change of time would have a positive effect on the health of Poles.

The bill assumes the establishment of the Central European summer time as an all -year -old official time. According to the applicants, “a two -time change in time each year does not have social or economic justification” and is anachronism that is associated with the negative economic and health effects.

As written in the justification of the project, the change of time affects the dysregulation of the biological clock, which has negative effects on mental and physical health, including an increased risk of cardiological and neurological problems.

The change of time – in the opinion of the applicants – also hinders the activities of enterprises and disorganizes the functioning of public and economic services. “Trains and aircraft are forced to adapt to the shift of time, which sometimes means an hour stop or a special change in the distribution. Banks announce technical breaks to introduce a change in time, during which electronic banking services are inaccessible. It is also necessary to move watches, work schedules in enterprises or individual classes” – the justification was written.

The result of the lack of proposed changes is to be – in the opinion of PSL -TD deputies – further “generation of organizational and technical costs related to the adaptation of systems to the change of time” while there is no energy benefit.

As PSL-TD MPs argue, a change in official time to Central European summer would be beneficial, because “between October and March the sun would rise an hour later and daylight would be available an hour longer in the afternoon, which could be used better than in the morning when most Poles learn or work.”

The change would be associated – in their opinion – with numerous health benefits, including a reduction in sleep disorders and improvement of general mental welfare. The introduction of changes would also simplify the management of the working time, study and functioning of public services.

Changing time in Poland and the European Union

In the entire European Union, summer time is passed on the last Sunday of March, and until the winter time returns on the last Sunday of October. The date and time of starting and ending of the period of use of summer time in all Member States are regulated by the directive in force since 2001.

In Poland, a change in time is regulated by the Regulation of the Prime Minister regarding the introduction and cancellation of Central European summer time in 2022-2026.

The introduction of summer time, i.e. moving the clock's instructions for an hour in the spring and summer, was the first to propose Benjamin Franklin in the 18th century. In Europe, rearranging clocks in spring and autumn was used for the first time to save energy during World War I. This practice was re -introduced in many countries in the 70s.
