On Monday evening, the list of legislative and programmatic works of the Council of Ministers included information on Poland's government migration strategy for 2025-2030. Its effect – as indicated – is to be the creation of clear, transparent and safe rules for immigration to Poland. The government is scheduled to consider the document on Tuesday.
The government's list of works includes a section on the draft resolution of the Council of Ministers on the adoption of the document “Regaining control. Ensuring security. A comprehensive and responsible migration strategy for Poland for 2025-2030”. The government is scheduled to deal with it on Tuesday.
Information about Poland's government migration strategy for 2025-2030 was also published. It was noted that “Poland changed its status from an emigration country to an immigration country in a very short time.” It was indicated that currently approximately 2.5 million foreigners are staying in our country with the intention of long-term stay.
Therefore – as emphasized – it is necessary to develop a comprehensive state approach in this area.
“Poland currently does not have a comprehensive migration strategy”
The information also noted that the issue of migration has become one of the main topics of discussion at the European Union level. As noted, “a change in the approach to immigration policy and the presence of foreigners is observed.” “The adoption of a strategic document will allow us to define Poland's priorities in this area and present them in the debate at the EU level,” we read.
“Poland currently does not have a comprehensive migration strategy, which definitely makes it difficult to take responsible actions, taking into account primarily the security of the state, but also the competitiveness of the Polish economy and the higher education and science sector, the protection of human rights and compliance with international agreements to which Poland is a party” – emphasized in the government information.
The proposed migration strategy was developed as part of the work of the inter-ministerial Migration Team, operated by the Ministry of the Interior and Administration.
Directions of action in the strategy
As it was written, “the main directions of action indicated in the document attached to the resolution concern” seven issues:
- access to Polish territory,
- access to national and international protection,
- access to the labor market,
- educational migration,
- integration,
- citizenship and repatriation,
- contact with the diaspora.
The aim of the regulation is – as stated – to create “clear and transparent, as well as safe rules for immigration to Poland, controlled by state institutions.”

Tusk announces migration strategy
ABOUT Poland's migration strategy announced on Saturday Prime Minister Donald Tusk. The head of government's announcement that it was to be one of its elements caused much controversy temporary territorial suspension of the right to asylum.

“The right to asylum is being used instrumentally in this war and has nothing to do with human rights. Border control and Poland's territorial security is and will be our priority. Our decisions and actions will be absolutely subordinated to this,” Tusk emphasized.
European Commission spokeswoman Anitta Hipper said on Monday that it is important and necessary for the European Union to protect its external borders, in particular with Russia and Belarus. As Hipper recalled, both of these countries have been putting a lot of pressure on the external borders over the last three years, threatening the security of EU member states and the entire Union. At the same time, she emphasized that member states have international and EU obligations, including the obligation to ensure access to the asylum procedure.
