The purpose of the Act of December 5 is primarily to improve, in the non-military area, issues related to ensuring conditions for the survival of the population. It complements and organizes activities aimed at preparing civil protection entities to respond in times of peace, martial law and war. It is based on the assumption of using existing resources for the protection of the population, in particular the forces and resources of the State Fire Service, the national rescue and fire-fighting system, volunteer fire brigades, entities authorized to perform mountain and water rescue and other social organizations operating in the field of rescue and civil protection. , humanitarian aid and security education.
