Changes in property declarations

The Ministry of Digitization and the Ministry of the Interior and Administration are working on the CBA project. We decided to ask them what the progress of work looks like.

“Collecting needs and requirements”

Jowita Poverty, from the MC Communication Office, in response to our questions informed that “the project is currently at the stage of collecting the needs and requirements from all people and institutions involved in it.”

– The project to build a central register of property declarations assumes the creation of a new state register. This register will enable: insight into public property declarations for authorized persons, access to data for institutions responsible for their analysis and control, as well as the submission and correcting of statements by obliged persons – pointed out the representative of the department of digitization.

It further indicates that the purpose of building the register is to enable full digitization: • forms of property declarations, replacing seventeen binding templates, • the process of informing about the need to make a declaration, • the process of submitting by the obligated property declaration, • the process of analysis and control of submitted property declarations, • centralization and standardization of the data source for services and • migration of electronized statements and digitization of paper statements.

The new register is intended to be helpful for both institutions that deal with collecting, analysis and control of property declarations, as well as people who must submit them. What? We don't know that yet.

– The bill prepared by the Central Anti -Corruption Bureau will determine which institutions will have access to the register and to what extent – poverty pointed out.

Pilot in 2026

The Ministry of Digitization informed us that this year was planned and developed by the technical concept of the system.

– In 2026, pilot launch for a selected group of users is planned to collect comments and needs that will be included in the final version of the system – the ministry representative informed us.

The appearance of the register does not mean that the submitters will have new duties. As indicated in the answer to our question, “the solutions adopted in the system will take into account the requirements of the provisions of the Act”, and “the system itself does not constitute a source of new obligations, it is support for their implementation arising from the regulations”.
