Szczecin. Three municipalities voted for the establishment of the Dolna Odra Valley National Park

Three West Pomeranian municipalities agreed to create the National Park of the Dolna Odra Valley. The Ministry of Climate and Environment said that the creation of the park was divided into two parts.

An important element that influenced the positive voting of resolutions on the creation of the park by the municipalities was the signing of a letter of intent in January this year between the Ministry of the Climate and the Environment and the Fisheries Cooperative “Regalica” and the Polish Fishing Association of the District in Szczecin.

Mikołaj Dorożała, Undersecretary of State at the Ministry of the Climate and Environment and the main nature conservator, pointed out that without anglers and fishermen, the park could not be built.

– We have talked many times about the need to take into account this local perspective. In fact, this is a chance for development, investments or nature protection. Anglers and fishermen are in these areas every day and can observe certain processes – he explained. – Today we are talking about an area that is to be a water park, not a forest park – he added.

The signed agreement is to guarantee the protection of the interests of fishermen and anglers, including Participation in the designation of tourist areas or a representation in the Park's Scientific Council.

The municipalities voted for resolutions

Szczecin politicians voted a resolution determining the borders of the National Park of the Dolna Odra Valley and its buffer zone, although there was no compliance among councilors. During the last session of the city council, councilman Przemysław Słowik said that the goal is noble and very good. – This is a historic moment, because we interrupt the impasse lasting almost a quarter of a century in the establishment of new national parks – he noted.

Krzysztof Romianowski, in turn, said that the Law and Justice Club will not support the resolution, because the establishment of the park is raised by great concerns. – First of all, when it comes to the sailing of the Odra, which we have talked about many times, and these are the fears that we give a lot of faith that it may be so – he said.

Ultimately, 22 councilors voted for the resolution, six were against.

Andrzej Stachura, deputy head of the Widuchowa commune, reported that documents from the Ministry of the Climate and Environment regarding the park were sent to the office. – The establishment of the National Park will allow you to take care of the international environment. It is also an opportunity to develop municipalities in which it will operate. In addition, municipalities as part of an ecological subsidy will receive money for investments that are a chance for this region to improve life – he said.

During the last session of the Widuchowa Commune Council, the councilors agreed to create the National Park of the Dolna Odra Valley.

Paweł Wróbel, the commune head said that it is worth acting for the good of the region and his commune. – From the very beginning, the most important for us was to limit the buffer zone to the inter -distance area, signing an agreement with anglers and fishermen, and the location of one of the educational centers of the park in Widuchowa. All this has been regulated – he said.

Councilors from Kołbaskowa unanimously adopted a resolution on the project to create a park.

“Local government officials from Kołbasków emphasized that from the very beginning they supported the initiative to create the National Park of the Dolna Odra Valley and are convinced that this priceless area should be kept for future generations” – we read in a message published on social media.

Stages of the emergence of the National Park

The Media Communication Department of the Ministry of the Climate and Environment said that in February 2025 a meeting was held with councilors of the Gryfino poviat, during which councilors proposed to stain the work related to the creation of the PNDDO, due to the need to extend the time to make a decision to make a decision by the local government of the Gryfino commune.

– The decision to stage the process was finally made. Thanks to this, the possibility of these municipalities to use the advantages of creating a national park, such as the possibility of reaching for funds from the “ecological subsidy” and funds for municipalities where the National Park will be created in 2025. The Gryfino commune can still become part of the Dolna Odra Valley National Park, if the commune council adopts an appropriate resolution in this matter – we read in response to our questions.

The first stage assumes the creation of a park in the area of ​​three municipalities: Kołbaskowo, Widuchów and the city of Szczecin.

The boundaries of the park and its buffer zone are to include the inter-district area, but excluding several channels, including: Klucz-Studowo, Gartz-Marwice and a plot belonging to the Widuchowa commune in Międzyodrze. The roads running through this area, i.e. the A6 motorway and the road to Mescherin, are also to be turned off.

The second stage assumes that the current area of ​​the park will be extended to the area of ​​the Gryfino commune, but it is not known when this is to happen.

The Ministry of Climate and Environment points out that both Odra arms have not been included in the park and buffer zone, so fishing, inland navigation and maintenance of inland waterways will be possible all the time.

“The buffer zone was mainly led by plots that are an inter -wing, a belt of the area from the river border to the base of the flood embankment, on the outside of Międzyodrza. The buffer zone in any place enters the areas where any human activity is carried out, except for the international activity,” reads on the government.

Importantly, it was also noted that the location of the park and its buffer zone “will not affect the construction process regarding the location of housing and investment buildings in the communes where the planned park will be located.”

“The decision was made without any consultation with Gryfino authorities”

Tomasz Miler, deputy mayor of Gryfino, said that the decision to stage the creation of the National Park was made without any consultation with Gryfino authorities, both with the mayor and the City Council.

– Minister Mikołaj Dorożała met with councilors in December, announced the start of the consultation process, did not fulfill these announcements, instead sent a letter to the residents, thanking him for participating in consultations. The ministry has not provided us with any documents, we have no answers for the questions asked, the supposedly SWOT analysis is being prepared, which has not yet been sent to local governments – he said. – Information that we will “not join” to the group of municipalities creating the park appeared in the media much earlier than we received such a signal, which proves the thesis that it was a decision taken by the ministry, not Gryfino self -government. The Gryfino Commune Council did not receive any query in this matter, there was no voting – the deputy added.

Miler explained that Gryfino authorities expect a vision of the park, what will be his future, what are the plans for nature protection and how it agrees with the flood pool's flood function. – We want to know what the organization and functioning of the National Park will look like and how it will affect the lives of residents, entrepreneurs or farmers – he added.

An important aspect for the Gryfinian authorities is also the financial issue, i.e. how it will change the amount of tax revenues, the system of received subsidies or consequences for the renewable energy industry (renewable energy sources), including e.g. new regulations determining the distance of wind turbines from the borders of the National Park.

The fight against time is underway

The draft regulation will now be sent for consultation with individual poviat councils and with the regional council of the West Pomeranian Voivodeship. Then the draft regulation together with the draft act on the creation of a national park will be directed to the legislative path and for public consultations in which all interested parties will be able to submit comments.

“The establishment of the National Park will be financed from the state budget. And what is important, the institution, which is the National Park, may also apply for EU funds for investments, for example for modern education centers” – reminds the ministry.

The creation of the National Park in 2025 gives the opportunity to use EU money from “funds of financial perspective 2021-2027”.
