– The National Electoral Commission is an independent institution, it makes decisions, and politicians do not interfere in this process – this is how Rafał Trzaskowski, the candidate of the Civic Coalition in next year's presidential elections, commented on the decision to accept the financial report of the PiS committee from the 2023 parliamentary elections. Other candidates also spoke: Szymon Hołownia and Magdalena Biejat.
Trzaskowski emphasized that – in his opinion – the party Jarosław Kaczyński used “all state institutions” to “attack competitors from the then democratic side.”
– Everyone who watched the election campaign saw how uneven it was – he said when asked to comment on the decision of the National Electoral Commission, which on Monday adopted the financial report of the PiS committee from the 2023 parliamentary elections.
– There were a lot of irregularities. Ones that few people expected. Financing the election campaign from public money exceeded all expectations, no wonder it had consequences (…). However, the National Electoral Commission is an independent institution. She makes decisions, not politicians. It is not politicized, politicians do not interfere in this process, noted Trzaskowski.
Hołownia: rescue act needed
“Let's sum up. Over the last month, the National Electoral Commission decided that the Chamber of Extraordinary Control is a court (in the case of the Confederation), then that it is not a court (in the PiS case), and today (also in the PiS case) that whether it is a court whether it is not, let everyone decide what they think. If this is how disputes are to be resolved during the campaign and then the validity of the election is to be determined, then it is even clearer today how necessary a rescue act is to be carried out. will allow Poles to elect a president whose mandate will not be questioned,” he wrote on the X platform Szymon Hołownia.
Biejat: the millions spent are not enough?
– Are millions spent from the accounts of various public institutions really not enough to reject the election report? Thank you Ryszard Kalisz for consistently defending the integrity of the electoral process. The left is not afraid to account for irregularities – this is a comment by Magdalena Biejat.
Kuźmiuk: pressure makes sense
Law and Justice MP Zbigniew Kuźmiuk commented on Monday's decision of the National Electoral Commission in the parliamentary corridor.
– Pressure makes sense. Two representatives of the National Electoral Commission from the ruling coalition abstained from voting, the parliamentarian pointed out.
In his opinion, these members were “scared of civil liability.” – They were afraid of responsibility for decisions that disorganized the financial system of our party and decided to vote differently – said the MP.
Ryszard Kalisz, a member of the National Electoral Commission, was also asked about the course of Monday's deliberations. In a conversation with journalists, he referred to two members of the Commission who abstained from voting:
– The colleagues who abstained submitted a new text of the resolution with the second point, which clearly states that the National Electoral Commission does not recognize the Chamber of Public Affairs and Extraordinary Control as a court or a chamber of the Supreme Court. I believed that this, however, would raise many doubts and that is why I was consistently against it and wanted to remove this item from the agenda today, as we had already voted on the position on postponement until the situation is settled, Kalisz noted.
When Ryszard Kalisz was asked about the arguments raised by the members who decided to abstain from voting, he said to journalists: “then ask them.”
– I don't see any reason for me to speak for them, what the justification was. I had my opinion from beginning to end. My view was to reject this report completely. What was called a judgment or resolution of the Supreme Court is a document of no importance because it was issued by unauthorized persons, Kalisz said.
Giertych on the “allegation of exceeding powers”
Roman Giertychlawyer, MP of the Civic Coalition and chairman of the PiS settlement team, commented on the NEC's decision in a post on social media:
“Members of the National Electoral Commission who accepted the PiS financial report based on the alleged judgment of the Supreme Court should tomorrow be charged with exceeding their powers, the fun would be over in 5 minutes,” wrote the KO MP.
“I think it is a scandal that the National Electoral Commission punished PSL or Nowoczesna with the withdrawal of subsidies for minor formal mistakes, and Law and Justice can get away with using state resources on a large scale in the election campaign” – this is how the head of the Polish National Electoral Commission commented on Monday's decision diplomacy Radosław Sikorski.
“It offends the sense of justice and is bad for democracy,” said the head of the Ministry of Foreign Affairs.
Report adopted
National Electoral Commission on Monday, it met once again to deal with the PiS committee's report on the 2023 parliamentary elections after the decision of the Supreme Court's Chamber of Extraordinary Control and Public Affairs. This chamber accepted PiS's complaint about the rejection of the report by the National Electoral Commission.
The head of the National Electoral Commission, Sylwester Marciniak, said at a press conference that the National Electoral Commission had accepted the financial report of the PiS committee. He said that the resolution was adopted by a majority of votes. As Marciniak informed, there is no right to appeal against the resolution.
As reported by the Polish Press Agency, four members of the National Electoral Commission voted for such a resolution: Sylwester Marciniak, Wojciech Sych, Arkadiusz Pikulik and Mirosław Suski; three were against: Ryszard Kalisz, Paweł Gieras and Maciej Kliś; two abstained from voting: Ryszard Balicki and Konrad Składowski.
Sylwester Marciniak expressed hope that the decision of the National Electoral Commission on the adoption of the financial report of the PiS committee will be sent to the Minister of Finance on Tuesday at the latest. Andrzej Domański. – The regulations indicate that the head of the Ministry of Finance should implement this decision “immediately” – he added. Marciniak was asked by journalists when the decision of the National Electoral Commission will be sent to Minister Domański. – I'm coming back, analyzing and signing, so I hope tomorrow at the latest, depending on how the ministry works – replied the head of the National Electoral Commission. When asked how much time the Minister of Finance will now have to implement this decision, Marciniak replied that the regulations indicate that he should do it “immediately”. – Immediately is a dictionary term – immediately, within a few days – emphasized the head of the National Electoral Commission. Marciniak also said that the next meeting of the National Electoral Commission will be held no later than January 16.
