The government adopted changes to the Education System Act. They concern, among others, exams, including the high school leaving exam, proposals to reduce the burden on school bags, as well as changes to admission conditions and the expansion of teaching curricula.

The draft act amending the Act on the education system and certain others was adopted by the government on Tuesday. It provides for the introduction of changes regarding, among others, the conduct of external examinations: the secondary school leaving examination and the vocational examination.

You will still not have to exceed the 30% threshold for the advanced-level exam at the high school leaving exam. The solution is to be valid during the next three high school leaving exams, i.e. until 2027.

Examiner-verifier, digital textbooks

The function of an examiner-verifier is to be introduced, i.e. a second examination examiner and an IT laboratory operator, as persons involved in conducting external examinations. This is to ensure a higher quality of checking and assessing examination papers.

It will be possible to bring a telecommunications device equipped with an application monitoring the examinee's health condition into the examination room.

Publishers will have to provide digital versions of all approved textbooks, including those from before January 1, 2020. This is to help reduce the burden on students' schoolbags.

Changing the conditions for accepting teaching programs

The bill changes the conditions for admitting teaching programs to be used in schools. When programs include learning content that goes beyond what is set out in the relevant core curriculum, this content will need to be clearly marked. The idea is not to overload school curriculum sets.

The solution will be effective from September 1, 2025.
