The draft bill implementing the Artificial Intelligence Act (AI) is to be created by the end of 2024, said Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski. He added that AI is to help in the digital transformation of the Polish economy.
Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski announced that the government's work design team is working on solutions to introduce artificial intelligence regulations in Poland.
He emphasized that the implementation of the Artificial Intelligence Act is one of the ministry's priorities. – It is to guarantee that we will be one of the leaders of digital transformation, especially in the area of AI. The act will include an institutional and legal framework that will apply to both the state and business – he added.
Deputy Prime Minister announces AI project
Gawkowski pointed out that AI is to help in the digital transformation of the Polish economy. He noted, however, that the AI tools that will be used must be safe for citizens.
As he informed, the project being developed is to include solutions implementing “commission for the development of digitalization and AI security”.
It came into force at the beginning of August EU AI Act. These are the first regulations in the world to regulate the operation of systems using artificial intelligence. The EC explained that it aims to protect the fundamental rights of human rightsand on the other hand, establishing a harmonised AI market in Europe, as well as encouraging the use of this technology and creating an environment conducive to innovation and investment. Most of the provisions of the AI Act will enter into force in two years. The first – in six months – will be the ban on the use of AI systems that pose an unacceptable risk. By 2 August 2025, Member States will have to designate national authorities responsible for supervising compliance with the rules and market control.
“They will develop the Polish economy”
The Deputy Prime Minister said that during the Polish presidency of the EU (the six-month presidency begins on January 1, 2025), the ministry will emphasize the importance of cybersecurity for both large companies and citizens. – We will also pay attention to hygiene and digital competences, the development of digital services and access to e-services for citizens, investments in artificial intelligence and breakthrough technologies such as quantum computers, directing large funds to the digital transformation of companies – he listed.
Gawkowski drew attention to the agreement signed with BGK during the Economic Forum in Karpacz, thanks to which over PLN 2.8 billion will be allocated from KPO for loans for companies for digital transformation. The program is to be launched in 2025. The Deputy Prime Minister explained that small companies will be able to receive loans of up to PLN 20 million, and for larger ones the range is PLN 20-140 million. – This money will be available for use in a few months. The final arrangements regarding the details of the program are underway – he indicated.
Gawkowski added that the ministry has also prepared a PLN 1.5 billion support program for local governments to improve cybersecurity. In addition, there is the so-called cyber shield for PLN 3 billion and PLN 600 million to improve digital competences. – We will allocate billions of zlotys to expand broadband internet and hundreds of millions for artificial intelligence and breakthrough technologies. We are talking about money for technologies that will develop the Polish economy. They will also be a chance for a civilizational leap – summed up the Minister of Digital Affairs.
