The mayor of Kłodzko apologizes for the behavior of city guards. Recordings appeared online that outraged residents. You can see and hear the insults and humiliation – the local guards have wanted to regain their good name for a long time. Somehow it doesn't work out for her.
“Give it, give it, up, f**k, what, don't you have the strength?” – heard from one of the city guards in Kłodzko. Recordings have appeared on the Internet showing and hearing how detained people are treated by city guards in Kłodzko.
– They demand that we behave properly, so they should do the same – comments Mrs. Elżbieta, a resident of Kłodzko. – Absurd. What's that? They are supposed to fulfill their duties and treat every person properly. Everyone – says Mr. Andrzej, a resident of Kłodzko.
What is required of a city guard?
One of the duties of a city guard is to respect the seriousness, honor and dignity of citizens. This results from the law, but also from common human decency.
– The city guard or the police are required to have a higher level of diligence, a more empathetic approach to citizens, because they were created to help these citizens – notes Sara Wieczorek, attorney.
In Kłodzko, it happened that there was no such help and the detained people were recorded and humiliated. – This is not only humiliation. This is depriving another person of the respect and dignity he or she deserves – says Justyna Żukowska-Gołębiewska, psychologist and psychotraumatologist.
It also means failure to perform one's duties, exceeding one's powers and violating personal rights.
– If such a case were brought to Strasbourg, the gentlemen who were treated this way would win and Poland would lose – says Dr. Piotr Kładoczny from the Helsinki Foundation for Human Rights.
– The actions of these people's superiors will be important, whether they will draw any consequences in terms of breaking the rules of this profession and service regulations – says Sara Wieczorek.

Mayor of Kłodzko: a special commission will be established
The mayor of Kłodzko apologizes and admits that such behavior is reprehensible and unacceptable. The officers may no longer be laughing.
– On Monday, a special commission will be established, chaired by one of my deputies, as well as a person from the human resources department and a person from the organizational department, to clarify this matter – announces the mayor of Kłodzko, Michał Piszko.
The commission is to check who behaved this way, who recorded it and who posted the videos on the Internet.
We tried many times to contact the commander of the City Guard in Kłodzko. Unsuccessfully. However, we found his appearance on local television and this comment from two years ago: “I am very determined, as are the people who cooperate with me, to repair the good name of the municipal police.”
For now, he won't have a chance to do so, he has been sent on forced leave.
