The Municipal Social Welfare Center in Łódź sent a letter to Mr. Jarosław in which he informed that he had to pay for the maintenance of his father, who was staying in the facility. The monthly fee is approximately PLN 2,000, and the debt has already reached PLN 100,000. The man refuses to pay because his father abandoned him when he was an infant and did not maintain contact with him.
In 2019, Mr. Jarosław received a letter from the social welfare center in Łódź regarding his father. He was informed that his father was alive and staying in a social welfare home, and he had to pay about PLN 2,000 a month for his maintenance. There would be nothing strange about this if it weren't for the fact that the man had never seen his father, who left him when he was 10 months old.
At this point, the debt is already approximately PLN 100,000.
In an interview with a reporter from Uwaga! TVNMaciej Dopierała, Mr. Jarosław admitted that he and his wife tried to explain to officials that they could not pay for a man who was never interested in the fate of his children.
– My husband told his story. He pleaded that he did not know his father and that his father had abandoned him. That he is a stranger to him. But none of the officials commented on it, emphasizes Mrs. Katarzyna, Mr. Jarosław's wife.
The father never paid child support for his son
Mr. Jarosław was abandoned by his father when he was 10 months old. The immediate cause of the breakdown of the family and the parents' two-year marriage was allegedly a situation when a man put a knife to the child's neck and demanded money for alcohol.
– He never came to Jarek's birthday. Children did not exist for him. I don't even have a single photo of Jarek with his father. He didn't pay child support and didn't send me any money. Even just a zloty, emphasizes Mrs. Wanda, Mr. Jarosław's mother.
The woman divorced when her husband was imprisoned for common crimes. During the divorce, the man was also to be deprived of his parental rights.
Community interview required
Piotr Kowalski, director of the Municipal Social Welfare Center in Łódź, said that the situation would have been different if the man had not refused to conduct a community interview. – He doesn't have to pay for his father, he just has to follow the procedure. Specific. There is no other way to do it, he added.
The director explained that in order for the debt not to increase, Mr. Jarosław must submit another application for exemption from payment and undergo a community interview, which will prove once again that his father abandoned him when he was a child.
Until then, the debt will continue to accumulate.

Someone has to pay for staying in a social welfare home
When a person is admitted to a social welfare home, social workers start looking for people who will finance his stay. Often, a child of such a person is found and, after checking his or her income and family situation, he or she suggests signing a contract specifying the amount that the child will have to pay for the parent from now on, month by month. You can sign the contract and pay, but you can also choose not to sign it.
If someone decides not to sign the contract, the social worker issues an administrative decision that a fee has been imposed, so the obligation to pay remains the same. However, you can appeal against this decision. The case is then referred to the Local Government Appeals Court. The next instance is the Provincial Administrative Court, and the last one – Supreme Administrative Court.
The problem is that all the above-mentioned institutions check whether the amount was calculated correctly, whether the fee was imposed on the appropriate person and whether the documents do not contain formal errors. However, it is not checked whether the parent has fulfilled his or her obligations towards the child.
