PSL wants to return to the old rules for calculating health insurance contributions and is pushing its project. – Our solution will meet expectations, because entrepreneurs today do not expect cosmetics when it comes to health insurance contributions, but a return to what was – said Krzysztof Paszyk, Minister of Development and Technology in “One on One” on TVN24. On Tuesday, Donald Tusk emphasized that the coalition should present a joint proposal.
Wladyslaw Kosiniak-Kamysz on Tuesday, he said that PSL expects the government to act more quickly on changes to the health insurance contribution. He emphasized that providing relief to entrepreneurs is a fundamental task.
One coalition, several projects
– If there is no final project on the health insurance contribution from the Ministry of Finance and the Ministry of Health in the near future, the PSL has prepared a compromise project – he said. The PSL president assessed that the project proposed by MP Ryszard Petru (Polska2050-TD) is too far-reaching a solution, while the provisions proposed by the Ministry of Finance are too conservative.
Kosiniak-Kamysz said he could not imagine that the PSL proposal, if submitted, would not find the Sejm's approval. In his opinion, the project “will receive over 400 votes of support” and counted the votes PSL MPsKO, Polski2050, Konfederacja and “an excellent group of PiS MPs”. He added that he may not get the support of the Left MPs, but he will still get a majority. He added that they preferred the health insurance bill to be a government bill, not a parliamentary one.

As he added, each party has its own ambitions and its own idea for both the health insurance contribution and the housing program, meanwhile the coalition should present a joint proposal. – We need to sit down again (…) with the ministers. In my opinion, we will find good projects that will have a majority at the end – Tusk noted.
According to Tusk, everyone must understand that the purpose of a government coalition is to pass laws. – And I want to warn everyone (…) that today we have a radically irresponsible opposition in many dimensions, so this discipline within the October 15 Coalition is also necessary in order not to create a crack for undermining the stability of the state. PIS he will be ready to vote for anything, just to turn it upside down. (…) We cannot let PiS get its hands on this process, because they will do great harm to the Polish state – he emphasized.
Ideas for changing health insurance premiums
The assumptions for changes in health insurance contributions presented in March by the heads of the Ministry of Finance and the Ministry of Health concern entrepreneurs settling PIT in one of four forms: a tax scale, a 19 percent flat tax, a lump sum on recorded revenues or via a tax card. Entrepreneurs on the tax scale (1.3 million entities) would have to pay a contribution of 9 percent from 75 percent of the minimum wage.
In the case of those paying the flat tax, the contribution is to be calculated at 9% from 75% of the minimum wage to income equal to twice the average wage. Those paying the flat-rate tax on recorded income will pay 9% from 75% of the minimum wage to monthly income equal to four times the average wage. In turn, entrepreneurs on the tax card would have to pay a contribution of 9% from 75% of the minimum wage, also without the possibility of deduction from tax.
PSL wants the old rules for calculating contributions to be returned
Poland 2050 presented its proposal for changes to the health insurance contribution in March. Then, the group submitted an auto-amendment to its project – instead of a fixed amount of the contribution, it proposed flat-rate amounts of 4%, 7% and 9.4%, calculated from average salarydepending on income.
The PSL leader stressed at the Supreme Council on Saturday that one of the party's key demands is to reduce the health insurance premium for entrepreneurs. He assessed that the head of the Ministry of Finance, Andrzej DomaÅ„ski, has a similar view on this matter to the PSL. The position of the entire Civic Coalition is also similar – as Kosiniak-Kamysz said. “We will definitely fulfill this,” he assured. He also assured that the issue of the health insurance premium is “to be or not to be for PSL and Trzeci Droga in the coalition.”
Currently, the employee health insurance contribution is 9%. The same amount is paid by those running a business on the tax scale. Entrepreneurs on a flat tax pay a contribution of 4.9%, while those paying a flat tax pay three levels of flat contribution depending on income.
