Health contribution. Deputy Minister of Health Wojciech Konieczny about the changes

In turn, Konieczny said that the left would not support the solutions that are “anti -social, which are in contrast to people who need help who use an underfunded health care system.”

To be one of the promises, he replied that he understood this.

– However, this is not determined with the left enough so that we can say that it was recorded in the coalition agreement, in a specified month of a specified year, that we will allow it to be underfunded NFZ He was even more underfunded. And this is our participation in the coalition. It won't be – he said.

The deputy minister was asked if the left is worried that this solution could hit an underfunded health care system. “I mean, he can't, just hit,” he replied.

– I understand that this is a return to the situation from before Polish order. If we tried to do it one hundred percent, maybe we would talk about it. However, we have to say this: someday Law and Justice It decided that PLN 13 billion, which was a subsidy for the NFZ, ceased to be a subsidy. Now the NFZ must find this money. Law and Justice determined that specific increases for health care workers will be every year and also then the National Health Fund took it – he said.

He pointed out that lowering the premium would not apply to all earners. – We lower the health premium not to full -time employees, not people who pay nine percent all the time, because it must be noted that employees who are full -time pay nine percent from everything from their every earnings. When they go to a higher tax group, in practice they pay over 40 percent of tax in Poland – he explained.

– Here we have one numerous group, I understand, there was a promise to them, well, but it cannot be promised something and at the same time plunge Polish health protection – he noted.

He also talked about the leftist's proposal regarding the introduction of health tax. – We gave a very good solution: health tax, liquidation of the health contribution. We believe that she is bad, unfair, she is unrelated to income as it should be. In addition, we accept such an argument, for example, that (it is unfair – ed.) If entrepreneurs do not have income and have to pay a health contribution. If it was a tax, they have no income – they don't pay tax, because they have nothing to do, so they don't pay contributions either. This is the left -wing solution, I think very good for entrepreneurs – he described.

– It's not like we say: you pay, you don't have income, and you pay there, I don't know, four or three thousand or two and a half thousand. No, it is from income, from the fact that they have achieved good earnings, their companies work well and this premium really is. If you are a full -time employee, you have to pay so much. If you are an entrepreneur, you should also pay so much. Well, there is no distinction here in our opinion. The more that health protection is needed for everyone – he emphasized.

According to the Ministry of Finance About 2.45 million entrepreneurs will gain on the reform; Higher contributions than currently would be paid by taxpayers with the largest revenues, settling a lump sum on recorded revenues.

According to the government project, the flat -rate part of the premium will be 9 percent. from 75 percent minimum remuneration for work. The second part will be calculated from the surplus of income above 1.5 times the average monthly salary with entrepreneurs settling the tax scale or flat tax (4.9 % rate).

In the case of entrepreneurs settling a lump sum, the second part of the premium will be charged on a surplus of revenues above 3 times the average monthly salary (3.5 % rate). The project also assumes a reduction in the premium to 9 percent. with 75 percent minimum wage (currently there is 9 % of the minimum wage) for entrepreneurs paying tax in the form of a tax card. The government project repeals the possibility of settling the health contributions paid in income tax.

The chairwoman of the extraordinary subcommittee on the draft law reducing the health premium for entrepreneurs Krystyna Skowrońska (KO) recently explained that the amount of the contribution paid by employees full -time will not change, it will still be 9 percent; Also in the case of retirement benefits there are no changes – it will still be 9 percent.

Konieczny also talked about detecting diploma cases in Poland, a rare infectious disease. It happened on March 14, 2025 in a six -year -old who, after returning from Zanzibar, was sent to a hospital in Wrocław. A few days after the diagnosis, another infection was informed – this time in an adult who had contact with this child.

– We hoped that diphtheria was a disease we dealt with. (…) It turns out that people go with children unvaccinated to places where the diphtheria is endemically and you can simply get infected with it. This is a big problem, of course, for the child who fights for life, let's hope that everything will end well, but also for other passengers of the aircraft, for people who may have been surrounded by. Here, Sanepid conducts proceedings to identify threats, so that this does not spread to us – he said.

– We are not resistant to the rest of our lives. In general, the vaccine should be repeated every 10 years, but you do not have to repeat it, because we do not have a reservoir of patients in the country. May it be a one -time case – he added. He emphasized that diphtheria is a very serious disease.

– Dipage is very dangerous, because these bacteria produce toxin that can damage organs. The antibiotic will not help and you need to give serum. We have serum, in the resources of RARS (Governmental Strategic Reserve Agency – ed.) There is a certain serum. She is very expensive. People who think that you can not vaccinate and then get serum, although it is completely inadvisable, they are absolutely mistaken in the fact that it is economically justified – he emphasized.

The subject of the conversation was also the problem of alcohol in Poland. – For 18 years, if I remember correctly, the government has not brought any anti -alcohol law. This fight took place either through a parliamentary initiative or some groups made their solutions – he said.

– Now we have an act that has an entry in the list of laws that will be processed. There are three solutions that we talked about many times. They are important, for example, the ban on the sale of alcotes is separated and it is forbidden to sell alcohol under a different form than liquid. Today we do not see it, but we prevent phenomena that we would see in a year or two. This is our preventive work – he noted.

– We managed to introduce a ban on the promotion of alcohol and beer. We have strongly strengthened the ban on promotion in relation to other alcohols – he calculated.

He also talked about gas stations, where the ban on the sale of alcohols would apply. – This is the initiative of Izabela Leszczyny, I regret that it has not been done yet (…). The logic of this solution is so powerful that I am surprised by this resistance. Where how, but at gas stations (a ban should be introduced – ed.). How is the sobriety policy at the wheel to be pursued, when can you buy alcohol at stations 24 hours a day? he wondered.
