Health insurance contribution 2024. Minister of Finance Andrzej Domański: there is really no point in waiting

I would like the solution regarding the health insurance contribution to be developed in the next few weeks. There is really no point in waiting – said Andrzej Domański, Minister of Finance, in the program “One on One” on TVN24. He added that he would like the new health insurance contribution to come into force on January 1, 2025.

– The Sejm meets in mid-September, I think we will be working on it then. I would like the solution to come into effect on January 1 of the new year – he said.

When asked whether he would opt for a flat-rate contribution for entrepreneurs, he replied that it was about “reducing the contribution, whether in a flat-rate form or another form that will appear during the discussion.”

– I encourage everyone to discuss healthcare financing, to find a good solution. I am sure we will find such a solution, because there is a will on the part of the coalition partners – he said.

Increased burdens on entrepreneurs

Health insurance contribution regulations introduced by the government Mateusz Morawiecki as part of the so-called Polish Deal in 2022, resulted in an increase in the financial burden for running a business activity.

Until the end of 2021, entrepreneurs paid a flat-rate contribution of 9% of at least 75% of the average salary in the corporate sector (at that time it was PLN 381.81 per month). Part of it could be deducted from tax (the fee was PLN 53.03 per month). This formula was replaced by a contribution determined on the basis of the amount of taxable income for entrepreneurs taxed under general rules or with a flat tax.

After the changes, entrepreneurs on the tax scale began to pay 9% of income, people on the flat tax – 4.9% of income, and flat-rate taxpayers, depending on income – this year pay from PLN 419.46 to PLN 1,258.39 per month for health insurance. The contribution can no longer be deducted from tax.
