Health insurance premium: “It can't last any longer.” Minister announces important change

Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz from Poland 2050, asked about the reduction in health insurance contributions, said on TVN24 that she was pleased with the latest declaration of Finance Minister Andrzej Domański in this regard.

– The Minister of Finance, after many efforts by Poland 2050, persuasion, recently said that there are funds and there will be funds to reduce the health insurance contribution. He said four billion and said that in 2025 this reduction will take place – she said.

She noted that “the task for the entire coalition, and we are absolutely open to conversation because it must be coalition consent, is to determine what (the change – ed.) is to concern, exactly where this priority is”. – To change the bad decisions of the Polish disorder, which hit microenterprises the hardest – said Minister PeÅ‚czyÅ„ska-NaÅ‚Ä™cz.

In response to the fact that tax regulations should, according to pre-election announcements, take into account a six-month vacatio legis (delay in entry into force – ed.), and 2025 is just around the corner, the minister said that “this must be done as soon as possible” and this is something written into the coalition agreement.

– To help micro-entrepreneurs in particular. This cannot last much longer, I am convinced that there will be an agreement in the coalition to introduce this change wisely – she stated.

Changes in health insurance premiums

At the end of July, the Minister of Finance, Andrzej DomaÅ„ski, announced that he would like the new health insurance contribution for entrepreneurs to come into force on 1 January 2025. He added that he hopes that a solution in this matter will be developed within the next few weeks, so that the Sejm can deal with the appropriate bill in September. – We will provide financing for changes in the scope of limiting the health insurance contribution for entrepreneurs with effects for 2025 at the level of four billion zÅ‚oty – said the head of the Ministry of Finance from the Sejm rostrum.

The boss Ministry of Health Izabela Leszczyna pointed out that if there is no consensus in the coalition on the health insurance contribution, the government will at least want to abolish the health insurance contribution from sales fixed assets.

In addition to the joint proposal of the Ministry of Finance and the Ministry of Health, Poland 2050 submitted its draft amendments to the health insurance contribution to the Sejm, and also announced its own projects Polish People's Party and the Left.

The solutions regarding health insurance contributions, criticized by the ruling coalition, which increased the burden on entrepreneurs, were introduced as part of the so-called Polish Deal.

Investments from KPO

Minister Pełczyńska-Nałęcz, asked about investments from the National Reconstruction Plan (KPO), recalled that the country has two sources of EU funds.

– We have two pools, to be precise: European Funds and the extra one – KPO. KPO is more than just European funds (…), it is a comprehensive plan for reforms and investments resulting from this reform – she reminded.

She pointed out the most important ones, among others, “investments in people” in the form of creating 100,000 new places in nurseries. The Minister noted that this is “fundamentally crucial”, because 40 percent of municipalities in Poland do not have nurseries. – Without public nurseries, there is no such free decision on the part of parents that they can safely leave their child and go to work. This is already being created, several thousand (places) have already been created, by 2026 there will be 50,000 from the KPO, in the next two years we will finalize (the project – editor's note) and there will be 100,000 places in nurseries – she indicated.

As another key investment project, PeÅ‚czyÅ„ska-NaÅ‚Ä™cz mentioned the launch of educational digital clubs in 2 thousand communes, with particular emphasis on the elderly. – This provides access to e-state, access to e-services, but also better access to the labor market and professional activation of seniors – she emphasized.
