““Fact” has reached the bill prepared by the Ministry of Climate and Environment regarding freezing energy prices. It does not provide for an energy voucher. The government has still not decided what form the support for electricity consumers will take next year. The current arrangements expire at the end of the year. However, the Minister of Climate, Paulina Hennig-Kloska, said that prices energy will still be regulated to some extent. We have not officially learned the details of the planned solutions. However, the project of the Ministry of Climate reveals a lot.
The government plans to further freeze electricity prices. What about the energy voucher?
“Departing support for electricity consumers must be implemented gradually, taking into account primarily the situation of households that are most sensitive to changes in energy prices. For this reason, it is proposed to continue modified protective measures for 2025, taking into account the need to adapting the existing support mechanisms to the current market situation,” we read in the justification to the draft bill of the Ministry of Climate.
The price of electricity is to remain unchanged – just like this year – frozen at PLN 500 per MWh. The documents state that without protective measures, consumers would pay PLN 623 MWh for electricity. “This is the average price of electricity in the G tariff group resulting from the tariffs of ex officio sellers, approved for the period from July 1, 2024 to December 31, 2025.” – we read. This element is expected to cost the state budget PLN 4.4 billion, This amount has been talked about for a long time. The act also provides for further freezing of the capacity fee. Currently it is not charged at all. This element would cost the budget PLN 2 billion.
Not enough money in the budget to freeze energy prices. The government continues to fight
Costs project prepared by the Ministry of Climate would amount to approximately PLN 6.4 billion. This is more than three times more than PLN 2 billion reserved in the budget for protective measures against high electricity prices. – That's why I'm waiting for the budget from the Minister of Finance, who declared that he would try to increase this amount – the minister said in October. Hennig-Kloska also said that, as in previous years, the shields are to be financed not only from the budget, but also from other sources.
– Money they will be found because they have to be found. In the next election year, this time for the presidency, the government cannot afford any noticeable increase in energy prices and the only solution is to at least extend this year's solution – he said at the end of October in an interview with Business Insider politicians of the ruling coalition. He also pointed out that 2025 should be the last year in which incidental shields will be in force. From 2026, systemic solutions regarding electricity prices are to be implemented.
