The account of Law and Justice received PLN 3.7 million for subsidies – the party treasurer Henryk Kowalczyk donated. This means that about PLN 2.6 million was deducted from the first installment. By decision of the State Electoral Commission, the subsidy for Jarosław Kaczyński's party in 2025 will be depleted by nearly PLN 11 million.

Pursuant to the Act on political parties, the application for payment of subsidies, along with the current statement from the records of political parties, is submitted to the Minister of Finance via PKW. It's about subsidies for parties that got into parliament.
On Monday, the State Electoral Commission (PKW) sent a letter to the Minister of Finance Andrzej Domański on party subsidies for 2025. In this letter, the PKW has established subsidies for PIS at the level of about PLN 15 million, which means that it was reduced by PLN 10.8 million.
PiS treasurer Henryk Kowalczyk said that Ministry of Finance paid the party the first subsidy installment of PLN 3.7 million, against PLN 6.3 million, which – as he argued – the party should get. This means that about PLN 2.6 million was deducted from the first tranche.
– Good and this, although we still expect full payment of subsidies, in accordance with the court's decision and the December decision of the PKW – he said.
In his opinion, this shows a great inconsistency of the PKW. – On the one hand, the PKW accepted our report after the Supreme Court's decision in December, and now they are trying to cover it and pay the subsidy after deduction – said Kowalczyk.
Domański: PKW confirms that the doubts were justified
Referring to the case in “Facts after Facts” on TVN24, the Minister of Finance Andrzej Domański said: – Today we have paid funds from the so -called subsidy, the first installment, all political parties that are authorized to subsidies.
– I think that the decision of the National Electoral Commission fully confirms that these doubts I raised at the beginning of January regarding the PKW resolution from the end of last year were justified – he said.
He added that “your electoral commission this week confirmed that PiS did not deserve the full amount of the subsidy, just as it was not in 2024, when we also made hit.”
Why does PiS receive a depleted subsidy?
The case of the PiS subsidy began in August last year, when the PKW rejected the financial statement of this party from parliamentary elections in 2023. The Commission showed irregularities in spending funds on a campaign in the amount of PLN 3.6 million.
At that time, the PKW member Ryszard Balicki explained that the Commission, without investigating rights, was entirely based on the documentation presented by other state authorities. He said that among the reasons for rejecting the committee's report were, among others: PiS election agitation during military picnics, advertising spot of the Ministry of Justice and conducting an election campaign by employees of the Government Legislation Center. He added that matters recognized by the PKW as indisputably violated the rules of conducting an election campaign.
Consequently, the Ministry of Finance reduced the payments for PiS subsidies for elections and the budget subsidies falling at 2024. The party appealed against this resolution, and the Chamber of Extraordinary Control and Public Affairs of the Supreme Court recognized this complaint. Pursuant to the judgments of the Court of Justice of the European Union and the European Court of Human Rights, IKNISP SN is not a court. Its status is questioned both by the current government and most legal environments.
Despite this, the PKW adopted the party's financial statements Jarosław Kaczyńskibut she noted that she did not prejudge whether Iknisp SN is a court and does not prejudge the effectiveness of her decision. At that time, Domański asked the PKW to interpret the resolution, because – in his opinion – it was “internally contradictory”.
How much PiS received in 2024?
The subsidy is paid each year of the parliamentary term, in four quarterly tranches. The tranche is paid in the month after the quarter, for which it is paid.
For 2024, PiS received two full quarterly installments of the subsidy, and later – after the PKW rejected the report and the position of the Minister of Finance – the third tranche was not paid. The fourth tranche – according to the information provided to the media by the Ministry of Finance – paid in January 2025 was reduced. For 2024, PiS received about PLN 15 million, i.e. over PLN 10 million less than the expected annual subsidy for this party.
