During the Friday convention of the Polish People's Party, Deputy Prime Minister Władysław Kosiniak-Kamysz announced that an amendment to reduce health insurance contributions for approximately one million of the smallest entrepreneurs will be submitted to the Sejm from next year. He also announced the abolition of the so-called 10H rule, applicable to the construction of windmills.
During the national convention PSL in Lublin under the slogan “Specifically about Poland!” Kosiniak-Kamysz mentioned the effects of the work of members of the government from the People's Party, including: introduction of the so-called holidays from ZUS.
He informed that from November 1, i.e. the date of introduction of contribution holidays, until now entrepreneurs submitted approximately PLN 500,000. applications for exemption from paying contributions for your own social insurance in one month of your choice in each calendar year.
Changes in health insurance premiums
The president of PSL also talked about planned changes in health insurance premiums. He reminded that it is to be liquidated next year obligation to pay health insurance premium on sales fixed assetse.g. real estate or a car. A bill on this matter is to be considered at next week's session of the Sejm.
Kosiniak-Kamysz announced that an amendment to the bill will be submitted at the stage of work in the Sejm, reducing health insurance contributions for one million entrepreneurs from next yearwho pay it the lowest amount.
– The burden on approximately one million entrepreneurs will decrease by 25 percent due to the change in health insurance contributions – emphasized the head of the Ministry of National Defense. It's about lowering the minimum health insurance contribution base to 75%. minimum wage instead of the current 100 percent.
Renewable energy under new rules
The Deputy Prime Minister also announced: liquidation of the so-called 10H rulesi.e. a ban on building windmills at a distance less than 10 times their total height from residential buildings. The current wording of the regulations allows, under certain conditions, to reduce this distance to 700 m.
According to Kosiniak-Kamysz, the draft law abolishing the 10H rule is to be considered at a government meeting soon. The draft amendment to the Act on investments in wind farms, published in September on the RCL website, assumes that: the minimum distance between windmills and buildings on land is to be 500 meters.
The PSL leader also announced that “in the coming days, probably at the next Council of Ministers” it will be considered draft act on the construction of ammunition factories in Poland. As he emphasized, the regulation will provide the basis for good, stable financing and the construction of ammunition factories in Poland. – Kraśnik and Mesko will take part in this – he added.
The contribution reduction will be “covered by the budget”
On Friday on TVN24, Minister of Finance Andrzej Domański reminded that the government's first step will be to eliminate the calculation of contributions on fixed assets. – Step number two will be to reduce the minimum health rate, which is paid from 100 percent of the minimum wage. We will reduce it to 75 percent, he explained. He added that this solution will cover entrepreneurs who do not receive income in particular months.
– The solution that is currently on the table, in 2025 it will cost approximately PLN 1 billionin 2026 – PLN 4.6 billion – said Domański. – We want to move towards a system in which the contribution will be a lump sum up to a certain level, and from a certain level it will be a percentage – he added.
He emphasized that for many entrepreneurs this will be a “clear reduction in health insurance contributions” and added that the reduction “will not affect the finances of the National Health Fund” because the reduction in the contribution “will be covered by the budget.”
