Katarzyna-Pełczyńska Nałęcz, Minister of Funds and Regional Policy, was critical of the proposal for a new housing program being developed by the Ministry of Development and Technology. According to him, the new version of the program, containing solutions known from “Mieszkanie dla Młodych”, will have a negative impact on prices and contribute to the development of the development industry.

At the end of last year Minister of Development and Technology Krzysztof Paszyk announced that new housing programwhich his ministry is working on, includes, among others: include solutions that have proven successful in the “Mieszkanie dla Młodych” program, including: price limits for premisesfor the purchase of which state aid will be granted. He emphasized that the program is to be comprehensive, i.e. it is to include not only support for the purchase of private apartments, but also municipal and social housing.

“It's a simple equation: Loan subsidies = increase in apartment prices = lower availability of apartments. Banks and developers win on this,” commented Pełczyńska-Nałęcz on Saturday on . loan 0 percent

“Limiting subsidies based on square footage or price (i.e. the new version of Apartments for the Young): will concentrate the negative effects on small apartments. It will also support the development of patho-development – the construction of low-quality apartments, often in places without basic infrastructure,” said the Minister of Funds.

She also stated that she did not understand why the Ministry of Development was stubborn in introducing subsidies for loans, which – as she emphasized – were not a solution to the housing problem.

“You can act differently”

“The reduction in the rate of growth in housing prices that we are observing today is proof that we can act differently. The key is to increase the supply of housing, among others through increasing the availability of land and developing social housing – this is the path we should follow,” says Pełczyńska-Nałęcz.

The “Mieszkanie dla Młodych” program operated in the years 2014-2018. The subsidy was available for the purchase of… primary market or a secondary premises with an area of up to 75 sq m (or 85 sq m in the case of persons raising at least three children) or a single-family house with an area of up to 100 sq m (or 110 sq m in the case of persons raising at least three children). The purchase price per square meter could not exceed certain limits.

The purchase price per square meter could not exceed certain limits calculated according to the formula constituting the product of the apartment's usable area and the average conversion rate of the replacement cost of 1 square meter of usable area of residential buildings, applicable in the commune in which the apartment is located, and the appropriate coefficient: 1.1 – for a newly built apartment that is occupied by the buyer for the first time or 0.9 in other cases.
