PiS MEP Piotr Mueller alerts that the European Union plans to prohibit the replacement of different parts of the car if their fault occurs. He claims that new cars will have to go to scrap. We calm down: it's not true.
In connection with the upcoming presidential elections, Law and Justice MPs began to actively join the campaign of the candidate of this party Karol Nawrocki. Konrad Piasecki, host of the program, asked how Mueller's activity in supporting the campaign was manifested. It was not the first time Mueller talked about the alleged order to scramble the car in the event of a failure of one of its part. On March 20, 2025 on their accounts on Facebook, X, Instagram and YouTube He released a recording – most likely a fragment of some EU meeting. “I would like to clearly emphasize that there can be no situation in which vehicle owners are forced to scramble their cars in a situation where they can be repaired” – We hear the PiS MEP speaks. And he adds:” I would like a citizen to decide if he wants to bear the costs – even if it is his fad – he wants to pay more than the car is worth. If this car is safe, it does not create any threats on the street, he should be able to fix them and drive it if he has such a wish. ”

A false message returns in the campaign
“I do not agree that the new EU regulations say that a broken car cannot be repaired,” he signed posts with the video of PiS MEPs. However, the EU regulations he warns against do not assume that it will not be possible to repair broken cars.
This topic, moreover, did not appear in the public debate for the first time. Already in December 2023, Internet users and industry portals reported that the EU was to prohibit the replacement of engines, the braking system, car body or gearbox. It's about EU Regulation on the requirements regarding circulation closed in relation to vehicle design and management of vehicles withdrawn from operation. His design It was published in July 2023, while until September 2023 lasted consultation run by the Polish Ministry of Climate and Environment. This is because the main purpose of these regulations is related to “limiting the negative impact on the environmental environment, their production, the period of use and processing after withdrawal from operation and the cause of the sustainable development of the automotive sector and recycling sector”.
The concern was caused by art. 1. Part A of the attachment to the project. He mentions several criteria – if the vehicle would meet any of them, its repair would be “impossible from a technical point of view”. One of the criteria is: “Repair requires engine replacement, gearbox, car body or chassis assembly resulting in the loss of the original identification of the vehicle“.
The EU will not infect the transmission
As we reported, many interpretations of this record that appeared on the web assumed that the parts (Internet users and industry portals wrote first of all about the engine) would cease to be treated as spare parts. And that in the event of their failure it would be considered that the whole vehicle should hit scrap metal.
We asked the European Commission about the alleged planned ban on replacing a broken engine. Then, the EC spokesman for the environment and transport Adalbert Jahnz in the reply sent to the conclusion that “currently many misleading claims about this proposal appear all over Europe, and bizarre ideas are published in social media.” He added that “This proposal will not prevent the repair or replacement of car engines if necessary. On the contrary, several regulations aim to facilitate car repair “(thickening from the editorial office).
As Adalbert Jahnz pointed out, this provision would only apply to a small number of cars – only those in which the engine replacement would result in “the loss of the original identification of the vehicle”. So it's about cars that have a specific engine, and its replacement would cause a situation in which such a car loses its original features and properties. “Of course, this does not apply to standard cars” – assured the representative of the EC.
Admittedly, in the article of the regulation, the subject of which the discussion lasts, the engine and gearbox (as well as the body and the chassis syndrome) were replaced, but it is obvious that the declaration of the EC representative also applies to these other parts. Thus, both Internet users in December 2023, and now MEP Piotr Mueller are wrong, talking about the alleged prohibition of car repair planned in the EU and forced the car to scramble when the gearbox breaks in it. Parts such as gearbox, engine, body and chassis assembly will not cease to be treated as replacement. EU regulations that are the basis of these false theses do not apply to standard vehicles.
The EC representative pointed out that the regulation is to facilitate the car repair process. And in fact in the justification of the project informed: “It is expected that the funds focused on supporting the recovery and sale of used spare parts will translate into lower purchase prices and lower repair and maintenance costs for consumers, which is a benefit.” In addition, the European Commission as a detailed goal mentioned “facilitating and increasing the removal, re -use, regeneration and recycling of materials, parts and components found in vehicles”.
Work on the regulation is still ongoing
When we first dealt with this topic in Spec24, the regulation was at an early stage of work. There was only a project for which the European Commission presented the application. It was discussed in the European Union Council and only later its members (ministers of the Member States responsible for climate ministries and environmental protection) were to determine in what form the project would be directed for the first reading in the European Parliament. Therefore, the first doubts concerned a document that was at the stage of formulating and refining.
According to the European Commission website calendar The last key date is just July 13, 2023 – then a draft regulation was published. There is no information about the next stages of work on it.
In connection with the thesis repeated by PiS MEP Piotr Mueller about the upcoming need to “give a new car to scrap metal” we sent to the European Parliament the question at what stage work on the regulation is. In response for Zwieta24, Bartosz Ochapski, a Polish spokesperson of the EP, informs: “The commission's proposal was forwarded to consider to the European Parliament and the Council as part of the usual legislative procedure.” The regulation was discussed from 2023, and “after the European elections [w 2024 roku] Work on the document was resumed in the new parliament. “” Now it is considered jointly by ENVI and IMCO committees (internal market and consumer protection committee) ” – adds the representative of the EP.

He reports that the regulation was also discussed in the EU Council, i.e. the bodies of ministers responsible for a given area (in this case environmental protection) from all Member States. “Discussions began as part of the Environment Working Group and at the meeting of the Council for the Environment on December 17, 2024” – communicates Bartosz Ochapski.
When asked about the legitimacy of the claims of the PiS MEP, the spokesman refuses to comment on these words – and refers to the criteria for assessing the possibility of repairing vehicles in them current (proposed) shape saved in the regulation plan. We checked that these entries did not change against the 2023 version.
