The project is implemented at the request of the Ministry of Digitization, which is the owner of the results and controls the development of the flume. Until now, the consortium included: Wrocław University of Technology, which was the project leader, Institute of Computer Science of the Polish Academy of Sciences, the Institute of Slavic Studies of the Polish Academy of Sciences, Scientific and Academic Computer Network (NASK-PIB), Information Processing Center (OPI-PIB) and the University of Lodz.

According to representatives of the Ministry of Digitization, the development of flumb is a chance to strengthen Poland's competitiveness in the IT sector and the entire economy, and investments in artificial intelligence contribute to the emergence of new companies and products based on AI, propeller, driving economic growth.
