The Lower Silesian Provincial Construction Supervision Inspector indicated that the damage to the dam in Stronie Śląskie, which occurred during the September flood, occurred in a place where earthworks related to laying pipes had previously been carried out. Officials ordered Wody Polskie to secure the breach until the dam is repaired.
On September 15, the embankments at the dam on Morawa in Stronie Śląskie were breached by water, resulting in huge destruction in Stronie Śląskie and Lądek-Zdrój. There was information on the Internet that the damage to the dam occurred in a place where earthworks had previously been carried out. A document prepared by the Provincial Construction Supervision Inspector confirms this.
“As a result of filling the dry flood reservoir in Stronie Śląskie with flood waters on September 15, 2024, between 9:00 a.m. and 11:00 a.m., exceeding the level of the wall by approx. 10 cm, water overflowed on the side crown (right side) of the dam” – stated in the decision issued on November 15 by the Lower Silesian Provincial Supervision Inspector Construction (WINB).
“The places of hydraulic breakthroughs of water through the dam body coincide with three places of excavations for the cable ducting, including three trenches under the dam crest,” WINB pointed out.

“Faulty cable ducts”
As the inspector stated, the work performed was unjustified, and “faulty cable ducts caused the dam disaster.” The document also mentions, among other things, irregularities in the documentation.
The implementation was commissioned by Wody Polskie. Until the damaged dam is rebuilt, Polish Waters must fence and mark the dangerous area – according to the WINB decision.
A team of prosecutors has been appointed at the District Prosecutor's Office in Świdnica to conduct an investigation into the breach of the earth dam of a dry reservoir in Stronie Śląskie on the Morawka stream. The investigation is being conducted into the unintentional cause of a construction disaster.
