Among the allegations were incorrect money management, destruction of documents or a bad organization of classes. The director responded to them in a published video.
To the culmination of the conflict between the mayor and the director of the High School and the Secondary School Complex Ignacy Jan Paderewski in Sulejówek took place at the end of last week. On Thursday at school The mayor of Sulejówka Arkadiusz Śliwa appeared, who handed the director Jolanta Oniszk-Placz notice. This caused a nervous atmosphere among teachers and students who gathered before the secretariat. Parents also began to appear in the crowd. At some point, someone most likely sprayed pepper spray. There was a biting smell in the air.
Dispute over money from the company social benefit fund
A statement of the mayor appeared on the website of the City of Sulejówek's City Hall regarding the dismissal of the director, where he extensively described the allegations against the woman.
According to the city's head, the dismissed director was to commit irregularities in managing money from the company Social Benefits Fund (ZFŚS). He mainly accuses that the documents, which were the basis for payment of funds, were inappropriate. Some of them were to be intended for a trip. “They were spent with the director's consent to co -finance the trip of 28 school employees, including the headmaster and deputy director on the basis of a handwritten statement of the teacher organizing the trip, which requests for payment of funds for the above -mentioned goal in the amount of PLN 30,800. This form of the document is inconsistent with the Accounting Act and The applicable instructions for circulation and control of financial and accounting documents at school ” – writes the mayor. The ZFŚS funds were also to be paid for the gastronomy service in the amount of PLN 5,600 and an invoice issued for the transport of passenger – for PLN 500. According to the mayor, no documents were shown to spend this money confirming the consideration by the Social Committee, or applications for such benefit from the Fund, nor did any other evidence provided that the services provide.
Oniszk -Palace replied the mayor's allegations in a published video, citing the court's judgment of 23 October 2008, which – as he states – clearly says that when co -financing collective events intended for all employees, the social criterion does not have to be used. “The employer is obliged to use it only when granting reduced services and benefits, i.e. allowances and loans, and not if he provides other provisions and services as part of social activities allowed by the Act,” she wrote.
The mayor accuses the bad organization of classes
Another complaint concerns the lack of security and proper storage of archival documents. According to the mayor, documents were destroyed which were the basis for organizing religion lessons. “I presume that these documents were statements about expressing the desire to participate in children in religion lessons. According to the controllers, we were supposed to store them for 25 years” – the napa replies to it.
Śliwa also sees irregularities in the payment of teachers' salaries – it is about incorrectly calculating overtime. The former director points out that the errors she made when calculating overtime were repaired and the surpluses returned.
According to the mayor, the headmaster was not to carry out an inventory at school.
According to the mayor, the dismissed director of the institution was incorrectly planning additional Polish language classes, organizing them in so -called windows, often during compulsory educational activities, which was to prevent students from regular participation. He also referred to teaching other languages. There, both groups at different levels and different years were to be combined.
Jolanta Oniszk-Placz does not agree with this accusation and indicates difficulties with winning specialists. “The plan is not easily arranged and the classes are organized. In addition, the leading authority forbade me to hire a business and management specialist and in connection with this for almost a month and a half of children did not implement this subject. The leading body did not allow me to hire this lady due to her origin, Although she had full qualifications and worked for several years at a Polish school, “he says in the published recording.
“Incidents” at school
At school – according to Śliwa – there will also be serious incidents, such as drug use, smoking, vandalism. Oniszek-Placz declares in the recording that together with the staff of specialists, actions were taken on the incidents of the mayor. “We were assisted by the police commander, who conducted classes every Wednesday at the Secondary School Complex in Sulejówek. We called on parents, reported the case to the relevant bodies, organized preventive classes” – lists the dismissed director. And he ensures that the vandalism facility does not take place.
The city's head also accuses the dismissed director of employing and favoring family members. Here, he points to employment as a caretaker brother Oniszk-Palace.
Protests and notification to the prosecutor's office
On Friday, the day after dismissal from the function of the director of the institution Jolanta Oniszk-Palacz, more than half of the students did not come to school, There were also protests.
After the mayor notified the irregularities in the institution, which constituted the grounds for the dismissal of the director, The investigation is conducted by the prosecutor's office. We have unofficially determined that at this stage of the proceedings there is no evidence for a crime.
In November, the mayor of Sulejówka Arkadiusz Śliwa made a notification to the prosecutor's office. Our findings show that these were to be generally formulated allegations regarding the school's activities. The prosecutor's office only in January, after completing the documentation, began the investigation. – It is conducted from Article 231 and 276 of the Penal Code (abuse of powers and destroying or hiding a document – ed.) And focuses on irregularities in keeping school documentation – said prosecutor Magdalena Wieczorek, head of the District Prosecutor's Office in Minsk Mazowieckie. “The investigation is being conducted in the case, which means that no one has heard the allegations,” she added.
The mayor's dispute with the director
Teachers and parents we talked to indicate that the relations between the mayor and the headmaster broke after the son of the mayor (is a school student) received a reprehensible assessment of behavior. The reason for issuing the lowest rating was to be a joke, as a result of which, claiming to be a representative of one of the uniformed services, together with a group of colleagues, high school students informed the school graduate that he was urgently called to the army, as a result of which the man stopped his work and went to the interview indicated in the conversation military formation address. – Setting a reprehensible son to the first semester had no influence on my decision – the mayor Arkadiusz Śliwa cut speculation. – Because the case concerns a student, I do not want to comment on her – said Jolanta Oniszk -Palawka, a former director.
The mayor explained the reason for the control, which began in June last year and lasted until the end of September, increased city expenditure on education and therefore the need to examine their legitimacy.
