The Minister of State Asset, Jakub Jaworowski, sent to the prime minister Donald Tusk The draft ordinance of the Council of Ministers amending the regulation on the list of entities subject to protection and the competent control bodies, asking for the meeting of the Council of Ministers.

The project involves entering Liberty Częstochowa Sp. z o. o. in bankruptcy with its registered office in Częstochowa on the list of strategic companies – the Ministry of Assets informed.

The regulation on the list of entities subject to protection and the control authorities competent for them is issued by the Council of Ministers on the basis of the Act on the control of certain investments. Pursuant to the Act, control bodies conduct administrative proceedings against entities from the list and investors, and they relate to “the acquisition of significant participation or acquisition of dominance over entities subject to protection.”

The effect of such proceedings are administrative decisions on opposition or lack of objection. The list may include companies, e.g. operating on the energy market, but also dealing with telecommunications. Inspection authorities – Resorts are assigned to them. Pursuant to the Act, by raising an objection, the control authority may be aimed at, among others protection of independence, civil rights and security of Poland, as well as care for fulfilling the obligations arising from Poland's membership in NATO.

There are 23 entities on the list of strategic companies. For two – Telesystem -Mesko and WB Electronics, the Inspection Minister is the Minister of Defense, for the others – the minister of assets. Recently, Cyfrowy Polsat, Polsat, TVN, P4, T-Mobile Polska and WB Electronics have been included on this list.
