This year, PLN 67 billion will flow to Poland from the National Reconstruction Plan, said Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, during a press conference on Friday. She added that PLN 27 billion has already been received, and PLN 40 billion is planned by the end of the year.
Pełczyńska-Nałęcz explained that PLN 67 billion is the total amount of funds under the first three payment applications. PLN 27 billion are funds that have already been transferred to Poland, and PLN 40 billion is to be transferred as part of the 2nd and 3rd payment applications. She also noted that in mid-October it will be 10 months since the KPO funds were released.
Most of the funds went to the Clean Air program
– Calculated on average for one citizen, it is approximately PLN 1,800 (…). We have concluded 600,000 contracts and if each contract concerned one person – of course this is not the case – every 60th Pole would have concluded a contract with KPO – said the minister. Pełczyńska-Nałęcz also reported that one third of the money from the grant part of the KPO has already been contracted.
– We made (…) transfers from PFR for almost PLN 6.5 billion. By the end of the year it will be another 5 billion. (…) And next year we plan to invest up to PLN 80 billion, and if we manage to do it as effectively as possible, even up to PLN 100 billion, she said. She noted that since the beginning of the year, most funds have been allocated to the Clean Air program. In total, it amounts to over PLN 3.7 billion.
“As a result, we financed 230,000 modernizations. This does not mean that all these modernizations were carried out in the past 10 months, but (…) we financed this amount of insulation of single-family houses from Clean Air. Ultimately, it will amount to 380,000 from the entire KPO. insulated single-family houses,” she emphasized.
Almost half a billion to eliminate online white spots
Pełczyńska-Nałęcz also announced that almost half a billion PLN was allocated to finance the removal of white plans in access to broadband Internet. Ultimately, the KPO money will be used to finance broadband Internet access for 800,000 people. households. She added that funds from the KPO are also transferred to an investment in wind farms in the Baltic Sea, and last week an agreement was signed on the creation of an installation terminal at the Port of Gdansk.
The head of the Ministry of Funds also said that in October this year. the design phase of the Polish satellite system will also start, which assumes the launch of the first Polish observation satellites. – The first such satellite will be launched next year, the next three in 2026 – she said. She added that the role of this system is very multi-area and it will perform functions in the area of security related to crisis situations, such as floods.
KPO objectives
National Reconstruction Plan and Increasing Resilience (KPO) is a program that is intended to strengthen the Polish economy. As written on the government website regarding the KPO, funds from the program are intended to help Poland achieve previously set goals faster, implement new investments, accelerate economic growth and increase employment. Under the program, Poland receives money in the form of non-repayable grants and preferential loans.
After the last revision, the KPO consists of 57 investments and 54 reforms. Poland will receive EUR 59.8 billion from the KPO, including EUR 25.27 billion in the form of grants and EUR 34.54 billion in the form of loans. In line with EU goals, almost 45 percent KPO budget is allocated for climate goals, and over 21 percent – for digital transformation.
