The General Directorate for National Roads and Motorways signed a contract for the design of a 13-kilometer section of the S7 route from the Kiełpin junction to the Home Army Route. The investment will include, among others: two tunnels near Bielany and Bemowo. According to the preliminary schedule, drivers will drive them in 2032.
The contract for the preparation of design documentation for the S7 road between Kiełpin and the Armii Krajowej Route in Warsaw was signed between GDDKiA and the consortium consisting of: Transprojekt Gdański (leader) and the Road and Bridge Design and Research Office Transprojekt Warszawa. The preparation of documentation for a 13.1 km long road was valued at PLN 54.2 million. The next step, after preparing the documentation and obtaining the required permits, will be announcing a tender to select a contractor for construction works.
During the briefing, Minister of Infrastructure Dariusz Klimczak said that the route would meet the needs of the capital. – It will be a wide, dual carriageway route, with three or even four lanes in each direction – he said. He admitted that it would be an investment “very expensive in terms of workmanship, but it must be done because this is what both the inhabitants of Warsaw and those who come here expect.”
Two tunnels, one kilometer each
As stated, the section of the S7 expressway will run along the existing track of ul. Kolejowa in Dziekanów Leśny. Then, after the Łomianki junction towards the Młociński Canal, the route will be designed on an embankment. The road will then run along the eastern edge of the Kampinos National Park, to the Wólka Węglowa junction and the Janicki junction. Behind the street Arkuszowa in Warsaw, the route will be run in tunnels – under Bielany, approximately 1,000 meters long, and under Bemowo, approximately 1,100 meters long. A Warszawa Północ junction is planned at the connection of the S7 with the S8 expressway. The concept also assumes the construction of five road junctions: Kolejowa, Wólka Węglowa, Janicki (variant), Generała Maczka (between tunnels) and Warszawa Północ.
The Mayor of Warsaw, Rafał Trzaskowki, recalled on Wednesday that the expressway between Kiełpin and Warsaw was one of the priorities. – This is the only exit road from Warsaw that does not yet have the status of an expressway – said Trzaskowski. He added that work on further solutions is underway. – Further plans include a bypass of the agglomeration, which is extremely important – he pointed out.
The director of the GDDKiA branch in Warsaw, Jarosław Wąsowski, provided a preliminary work schedule. He said that the next stage after preparing the tender documentation will be submitting an application for a road investment permit (ZRID). – We anticipate that the ZRID process will last about a year, so we are in the first half of 2027 – said Wąsowski. The next stage of work will be the announcement of a tender procedure to select a contractor for the investment.
According to Wąsowski, the first works on the construction of the road should start in 2028. The branch director gave the date of completion of the investment as 2032.
After completing the section from Kiełpin to Warsaw, drivers will have at their disposal 332 km of expressway up to the Gdańsk Południe junction. The Ministry of Infrastructure added that this means that drivers will get from Warsaw to Gdańsk in less than 3 hours.
The Płońsk – Czosnów section in 2026
The Ministry of Infrastructure reminded that in December 2022, 71 km of S7 from Napierki to Płońsk were put into operation. Since 2009, drivers have been bypassing Płońsk via an almost five-kilometer bypass.
“Drivers will be able to use the next 35 kilometers between Płońsk and Czosnów in 2026. For the 9 km fragment from Czosnów to Kiełpin, in September 2024, GDDKiA submitted an application to the Masovian Voivodeship for a decision to authorize the implementation of a road investment. Drivers will benefit from this episode in mid-2027.” – the ministry reported.
