The president of the company that unfairly implemented the contract for the operation of the A2 motorway in the Łódź Voivodeship may face up to 10 years in prison. According to the police, the company had too few sand plows, did not properly dispose of animals killed along the route and installed worn-out road infrastructure elements.

The case was handled under the supervision of the District Prosecutor's Office in Łódź by officers from the Department for Combating Economic Crime of the Provincial Police Headquarters in Łódź. The investigation began in 2021, the police were on the trail of criminal activity related to unreliable operation of the A2 motorway on the section from the Łódź-Północ junction to the border with the Greater Poland Voivodeship.

As investigators found, the company did not have the declared equipment, including the appropriate number of salt plows, which meant it could not ensure proper protection of the road in winter. – At the request of the company's president, instead of mowing the roadside greenery, employees sprinkled it with chemicals, which prevented it from growing further. Animals that died on the road were thrown into forests and roadside garbage cans, which saved the costs of disposal in accordance with procedures. In addition, the company installed worn-out road infrastructure elements (barriers) in places where new elements with appropriate certificates should be located – says Deputy Commissioner Adam Dembiński from the Provincial Police Headquarters in Łódź. Such provision of services was inconsistent with the contract, which allegedly led the State Treasury to unfavorable disposal of property in the amount of over PLN 2 million.

Charges against the company's president

– When the contract was to be terminated due to the penalties assessed and the irregularities discovered, the president took advantage of the difficult situation related to the winter season and unfavorable weather conditions and carried out another manipulation by introducing substituted people to the company. At his request, they obtained the remuneration retained by the General Directorate for National Roads and Motorways and led to the renewal of the contract. These people then transferred most of the funds obtained in this way to him unofficially, receiving a significant commission for their actions – added Deputy Commissioner Adam Dembiński. It was also revealed that the dishonest entrepreneur, knowing that part of his property would be seized, transferred it to another company related to him. A 67-year-old man was detained in Poddębice in the Łódź Voivodeship. At the District Prosecutor's Office in Łódź, he was charged with causing the State Treasury to unfavorably dispose of property of great value in the amount of over PLN 2 million. He faces up to 10 years in prison. In turn, hiding assets from creditors is punishable by up to five years in prison. The case is developing and the police are planning further arrests.
