“A form of bribery”. Unofficial findings in the case of Ryszard Czarnecki

Agents of the Central Anticorruption Bureau detained Ryszard Czarnecki on Tuesday afternoon. The information was provided by the spokesman for the Ministry of Interior and Administration, Jacek Dobrzyński. “At the same time, his wife Emilia H. was detained in Warsaw,” he said in a statement.

Czarnecki and his wife were transported on Wednesday to the National Prosecutor's Office, Branch Office in Katowice. The activities ended after 10 p.m.

Investigators suspect that she did not provide any real services, and in this way the rector paid off the services of an influential politician.

Zieliński said on TVN24 that “the prosecutor's office is almost certain that employing the wife was a form of bribe for the MP himself.”

“Ms. Emilia H. completed postgraduate studies at three universities: Collegium Civitas, the Higher School of Commerce and Law, and Collegium Humanum. She obtained an MBA diploma at Collegium Humanum as part of her professional development in 2020” – this was the email we received in response.

When we once again asked for answers to our questions regarding working conditions and remuneration, no response was received.

Why should the services suspect that a politician was rewarded in this way? According to unofficial information from tvn24.pl, no material evidence of the work performed by Emilia H. has been found so far, and this is the explanation of the founder of the university and its rector Paweł Cz, who has been detained and arrested since June.

– Ryszard Czarnecki was a calling card for the elites of business and politics associated with the Law and Justice camp. Thanks to his participation in events publicized by the university, everyone received a signal: you can study here, it's our university – says the agent CBArequesting anonymity.

The MEP himself was also supposed to help Collegium Humanum establish cooperation with universities from Central Asia, the countries of the former USSR. The school even opened its branch in Tashkent, the capital Uzbekistanwhich the politician himself informed about on his social media.

– One of the most serious threads of the investigation concerns hundreds, if not thousands, of students from these countries. They sent cash, and their diplomas of graduation or MBA courses were sent back to them. Thanks to this, they could easily apply for Schengen visas – says our interlocutor from the services.

It is worth emphasizing that the investigation into various aspects of Collegium's activities was initiated before the parliamentary elections. The notification to the prosecutor's office was signed by the then deputy head of the anti-corruption service, Daniel Karpeta, who is now a retired uniformed officer, who prepared the materials. – This caused fury in the ruling camp. Literally fury, previously the prosecutor's office had refused to initiate this procedure for months – our sources report.

This move – filing a report, initiating an investigation – was received as a blow by several hundred representatives of the business and political elite, because the presidents of all the largest State Treasury companies had previously boasted about their MBA diplomas obtained from Rector Paweł Cz.: from Orlen, through KGHM, to small sanatoriums. The MBA diploma allowed them to join supervisory boards without passing demanding state exams. However, the university and the rector also cooperated with generals of the Polish Army, special services and police, who did courses here. The list of names also includes members of parliament and activists of the then opposition, currently in power.

– Now prosecutors are considering the possibility of bringing charges against all those who only paid for the MBA course, but did not complete it honestly. Because they used such a forged document to enter supervisory boards – we heard from the CBA.

In March 2023, along with the detention of two people by the CBA on suspicion of accepting material and personal benefits, the Collegium Humanum scandal broke out regarding the trading of diplomas by this non-public university.

The university was founded in 2018 in Warsaw. According to media reports, it offered crash courses that allowed one to earn an MBA diploma. Such diplomas allow one to apply for positions on supervisory boards of state-owned companies.

The credibility of documents issued by Collegium Humanum was supposed to be ensured by foreign universities, but it turned out that they did not have the authority to conduct MBA studies. Among the graduates of Collegium Humanum were politicians, presidents and members of the boards of state-owned companies, officers of special services and military commanders.
