A tender was announced for the design and construction of the A2 Biała Podlaska – Kiev motorway section. This is the first tender that takes into account the judgment of the Court of Justice of the European Union and enables not allowing offers of contractors from outside the EU.
The press team of the General Directorate for National Roads and Motorways informed about the tender (GDDKiA). The contractor's task will be to develop a technical and executive project, obtain the necessary decisions and build 16 km of the A2 motorway in the province. A2. The first such tender
The highway will have two roadways with two lanes and a reserve for the extension of the third lane. They are to be built, among others Roads for local traffic service, pedestrian pavements, bicycle paths, as well as lighting and road dehydration.
This is the first GDDKiA tender, which takes into account the assumptions of the judgment of the Court of Justice of the European Union (CJUE) of October 22, 2024 regarding rules for the participation of companies in the EU Public Procurement Market.

As GDDKiA explains in a statement, the CJEU judgment gives the ordering the opportunity to decide, among others on preventing offers submitted by contractors from outside the European Union. This also applies to consortium members and the so -called entities providing resources.
“We also follow the current changes to the Public Procurement Law, which is to take into account the judgment of the CJEU, but we have already decided to apply for this important investment, which is A2” – said GDDKiA press team.
“The deadline for submitting offers was set for June 16, 2025” – added in a message.
Construction of the A2 motorway
This year, over 67 km of highway will be put into use.
The construction of the eastern part of the A2 motorway is at different stage. On the section between Siedlce and Biała Podlaska, the construction was divided into four tasks – three of them are still in implementation. The construction of the Siedlce Południe – Malinowiec section is 73 percent, Malinowiec – a hazel in 60 percent, and the arches – Swery in 63 percent. Contractors carry out works related to, among others with laying subsequent layers of surfaces, construction of bridge facilities, underground infrastructure devices, mounting acoustic screens and energy -consuming barriers.
A fragment of Swery – Biała Podlaska is already built and a decision on the use of use has already been issued. “Drivers will use it after completing work on earlier three episodes,” GDDKiA pointed out in a press release.
The deposit of the Siedlce Południe – Malinowiec section will be connected to the 2 km of section Siedlce West – Siedlce Południe.
“In total, this year we plan to hand over to drivers over 67 km of the A2 motorway” – announces GDDKiA.
Work is also underway on the extension of A2 further east to the town of Dobryń, in progress there is a tender procedure for the design and construction of the Kiev – Dobryń section with a length of 9.3 km.
Expanding the section with an additional lane
On the other hand, west of Warsaw, the A2 motorway at a length of 89 km to Łódź is to be expanded with an additional lane. The Mazovian Voivode has already issued two decisions allowing road investments on two sections of the route from the border of the Łódź and Mazowieckie voivodships to the Konotopa junction.
Ultimately, A2 will have three lanes in both directions from the Łódź North junction to the Pruszków junction and four lanes from the Pruszków junction to the Konotopa junction. “Later this year, after obtaining the remaining ZRID decisions, we plan to announce tenders for the expansion of the route” – it was noted in the announcement.
