The EC published the so -called A road map, the implementation of which is to lead to complete independence of the EU from the import of all Russian gas to the end of 2027. Brussels is to present legislative proposals in June.

The EC is also to propose the complete suspension of the remaining imports of Russian gas by the end of 2027. This means that – as the Energy Commissioner Dan Joergensen said on Tuesday – long -term contracts, which are responsible for two -thirds of gas supplies to the EU, they will have to be extinguished with the end of 2027.
– Last year, we as the EU paid Russia 23 billion euros for our energy import. It gives 1.8 billion a month. We have to end it with this, “Joergensen emphasized.
He added that from the moment Russia attacked Ukraine In February 2022, the EU spent more money for the purchase of Russian gas than to support Kiev. At the same time, responding to fears of increased energy prices In the Union itself, he assured that the EC approach would be gradual.
EC without Russian nuclear energy
In terms of nuclear energy, the EC intends to propose restrictions on new contracts concluded through the Euratom supply agency for the supply of Russian uranium. He also wants to take a new initiative to secure the delivery of medical radioisotopes and their larger production.
Joergensen said that in the case of extinguishing supplies related to nuclear energy, the EC adopted a different approach, because it is most likely impossible to do it by 2028.
“Four of the five countries that today use enriched uranium from Russia have signed contracts for alternative deliveries,” he said. He added that the EC, taking the first steps in this area, intends to increase the transparency of deliveries, as well as impose fees on the deliveries of Russian uranium, which will make them unprofitable.
When finishing the import of Russian raw materials, the EC wants to cooperate with capitals. They will be asked to prepare national plans by the end of this year, in which they will determine how they intend to give up the import of Russian gas, nuclear energy and crude oil.
Sanctions for Russia
Until now, the issue of leaving LNG and nuclear energy from Russia was discussed in the context of EU sanctions, the imposition of which requires the unanimous consent of the member states.
According to Joergensen, new legislative proposals will not require unanimity, but most qualified Among the countries (which means that “for” there must be 15 countries representing 65 % of the EU population). The Energy Commissioner did not determine what form legislative proposals announced by the EC for June will take. When asked if the EC is not afraid of problems at the EU Court of Justice in connection with the violation of the treaty law of the member states to decide on their energy mix, he replied that the EC lawyers do not see the incompatibility of new initiatives with the EU treaties.
Joergensen also pointed out that, unlike the sanctions, the changes will not require extending every six months with the unanimous consent of all countries.
