Fourteen MPs of Law and Justice were to vote “against the resolution of Sławomir Mentzen obliging the government to sleep Polish soldiers to Ukraine,” informs the confederation on its profiles. Manipulates.

After the Munich Safety Conference, the conditions of peace between Russia and Ukraine are possible. The plan developed by Great Britain and France assumes that after a possible truce in Ukraine, a maximum of 30,000 will be stationed. soldiers from Europe – reports British Daily Telegraph. Earlier, the leaders of France and Great Britain, as well as the head of Sweden diplomacy, mentioned the sending of their troops as part of any peaceful activities. The Polish authorities are of the opinion that we will not send soldiers to Ukraine. The declaration itself does not satisfy some politicians.

“PiS deputies who supported Tusk's coalition and voted against the resolution of Sławomir Mentzen obliging the government to sleep Polish soldiers to Ukraine. Shame!” – we read on the graphics published February 20 on the Facebook page of the Confederation. The screenshot shown there from the Sejm side is a list of 14 PiS deputies who were to vote “against the resolution”. Their names were marked in orange. These are Janusz Cieszyński, Marcin Ociepa, Monika Pawłowska, Olga Semeniuk-Patkowska, Zbigniew Ziobro. According to the confederation, these MPs were “against” in voting No. 2 of February 20 – but there is no information here in what case was voted at the time.

The content of the post was cited by the MEP of the Confederation of Stanisław Tyszka: “PiS deputies, who voted against allowing the Sejm of the resolutions of Sławomir Mentzen, obliging the government to sleep well for Polish soldiers to Ukraine. Shame!” (Spelling of all posts original). 4.6 thousand reacted to this entry. Facebook users, it was shared by over a thousand. Whereas On the profile of MP Tyszka – Where he wrote the same thing, attaching the screenshot of the voting results in the Sejm on February 20 – his post generated over 96 thousand. views.

“The PO-PiS system is still working”; “Send them first to Ukraine !!”; “Right -wing traitors”; “List of traitors of the Polish nation”; “Shame”; “But they gave a show”; “Zero shame” – criticized alleged voting against the resolution of Mentzen Internet users. But one asked: “It is written: a request to postpone the meeting. Someone can explain how it is known that it has a relationship with the draft resolution”?

PiS deputies deny

MPs of Law and Justice reacted to the entry of MP Tyszka, whose names are on the list. “It was a request to postpone the session, not to allow the resolution. What is the purpose of eating and disinformation that conflicts MPs? The more that we have the same views on this matter?” – commented PiS MP Krzysztof Ciecióra.

“For postponement of the meeting, convening a convention and admission of the Mentzen resolution. The PiS club shared. Why?” – he asked Tyszka.

Just like Ciecięży, PiS MP Monika Pawłowska wrote: “A request to postpone the meeting is no resolution. Do not make blown scandals, do not fool people. Place a draft resolution, we will support it with the whole club, and you do not sow ferment. Ugly and weak.” PiS MP Marcin Ociepa also took the floor: “The former deputy marshal of the Sejm (Stanisław Tyszka was in 2015-19 – ed.)

Internet users also accused Tyszce of manipulation: “After all, the title of voting clearly can be seen what it concerned !!!”; “There was no vote on this subject, how can you write such things!”

So we checked what was the vote and what is the status of the proposed resolution of Mentzen.

What was voted in the Sejm?

On February 20, at the beginning of the sitting of the Sejm, Sławomir Mentzen, MP of the Confederation and President's candidate, took the floor. “The topic of sending Polish troops to Ukraine has appeared. Although Prime Minister Donald Tusk and the head of the Ministry of National Defense say that there is no such topic and that Poland will not send these soldiers, but the French say that in Poland there is a supreme agreement to run it only after after The presidential election.

Then he announced that he had prepared a draft resolution calling the Polish government to sleeplessly the army to Ukraine. “Such a resolution will be a very good argument in the hand of Donald Tusk when he negotiates with the West. He will be able to say that he might want, but the Polish Sejm forbids him” – – convinced Mentzen. And he added:

That is why I submit a formal application to postpone the meeting, to convene the Presidium of the Sejm and the Senior Convention, and supplementing the agenda with a vote on a resolution calling on the Polish government to sleep in the Polish army to Ukraine.

A moment later the Sejm he voted over the application for postponing the meeting. The application was rejected. There were 239 deputies against postponement, for – 176, and six abstained. Most PiS deputies – 158 – voted for postponing. Against it voted 14 PiS deputies – These are those who were exchanged in the list in the message about voting against Mentzen's resolution.

So in voting Mentzen's resolution was not rejected, but his request to postpone the sitting of the Sejm. The Confederation's politician requested that the agenda be completed that the day could be supplemented with voting on the resolution.

The message promoted by the confederation that 14 PiS deputies voted “against the resolution of Sławomir Mentzen obliging the government to sleep Polish soldiers to Ukraine” misleads.

How is the daily order of the Sejm sitting determined?

The Regulations of the Sejm of the Republic of Poland are defined rules introducing changes in the agenda and a procedure for submitting new points. Pursuant to its art. 173 para. 2 “The daily order of the Sejm sitting is determined by the Speaker of the Sejm, after hearing the opinion of the Senior Convention“.

Another paragraph of the same article is: “Applications for completing the agenda may be submitted by clubs, circles and a group of at least 15 deputies, presenting them to the Speaker of the Sejm in writing until 21.00 the day preceding the day of starting the Sejm sitting.”

Since the sitting of the Sejm began on February 20, the application to supplement the order of the Confederation Club or its deputies could submit the day before, i.e. 19 February until 21.00.

However, the Speaker of the Sejm does not have to take into account such a conclusion, as noted by dr hab. Grzegorz Michał Pastuszko, constitutionalist and from 2024 a judge of the Supreme Court. “The rule here is only that the conclusions not included by the marshal become the subject of the Sejm settlement within the period not exceeding four months from the date of their submission (art. 173 para. 5 Reg. Sejm) ” – he explained in his 2018 article in “Review of Constitutional Law”.

The regulations of the Sejm are provided for in a closed range of cases in which a formal application may be submitted (Article 184 (3)) during the Sejm. Such a conclusion can be submitted, among others for “stopping, postponing or closing the meeting”. At the same time, the regulations do not provide for a formal application to supplement the agenda.

The draft resolution of Mentzen was sent to the Sejm Commission

Meanwhile, the draft resolution of Mentzen did not be lost at all. On February 20, a group of confederation deputies submitted a draft resolution in the Sejm “on opposition to the use of the Armed Forces of the Republic of Poland outside the state in connection with the war on the territory of Ukraine” (print No. 1053). The representative of the applicants is Mentzen MP.

The next day the project was directed to the first reading in committees – the National Defense Committee and the Foreign Affairs Committee – according to information to Side of the Sejm.

IN draft resolutions Confederation MPs propose that the Sejm would call on the “President of the Republic of Poland, the Council of Ministers and the Minister of National Defense not to make any decisions about the use and the stay of the Armed Forces of the Republic of Poland outside the state in connection with the war on the territory of Ukraine” and also to “take immediate actions to increase the ability to defend the state by the armed forces of the Republic of Poland. “

Declarations of government representatives: Poland will not send troops to Ukraine

Prime Minister Donald Tusk just before the extraordinary peak Leaders of European countries in Paris on February 17 strongly said that Poland would not send its soldiers to Ukraine. This position he maintained at a press conference after the summit.

On February 20, this declaration was repeated by the Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz. “As for the case that is raised and was also raised a moment ago, Poland will not send Polish soldiers to Ukraine. Poland will not send Polish troops to Ukraine. I want to say it clearly and clearly. The Polish government does not need to be called for it, because it is The position of the Polish government, this is the position presented by Prime Minister Tusk, this is my position as the Minister of National Defense, this is the position of the Minister of Foreign Affairs also presented abroad ” – he spoke Referring Mentzen's proposals about a resolution.

It cannot be ruled out, the scenarios are developing” – he said. He also noted that “such a situation may happen that you will have to participate in this mission in some way.” “There will be a lot of pressure to get involved in it,” he added.
