Międzyzdroje. Apartment buildings are being built between the beach and the area of ​​the National Park

Right next to the Wolin National Park, practically on the beach in Międzyzdroje, there is a construction of apartment buildings. How is this possible? They are officially the buildings of the yacht marina, and the accommodation and gastronomic base “is planned for the needs of the organization of regatta, sports competitions, trainings, camps.”

The construction of apartment buildings started at the end of 2023. The investment is located at Campingowa Street in Międzyzdroje, actually at the beach itself. How did the investor receive the necessary permits? He found a very specific plot.

Despite the fact that in practice it is a plot at the sea, at the dunes and the beach, how we learn in the City Hall, “it is not the area of ​​the beach and the dunes”. – In the local spatial development plan it is industrial areas – informs Aleksandra O'Donnel from the office of the mayor of Międzyzdroje.

What industry could function here? Fish. In the 1980s, the plot was put into use for the Cooperative of Fisheries and Fish Certain Processing in Szczecin. In 1993, the area went into perpetual usufruct. – Fishermen sold it to a private entrepreneurs, because they did not have the ability and idea to modernize the fishing port there, despite the initiative by local authorities and the local fishing group – O'Donnel said. – At that time, the area was degraded after the activities previously carried out here. This was noted by both residents and tourists – she added.

In 2019, the plot was bought by another investor. The Minister of Maritime Economy and Inland Navigation issued permission to sell. The investor obtained a building permit from the West Pomeranian Voivode, although it is usually the competence of the commune. But not in this case. – Międzyzdroje commune has no permissions to have the areas adjacent to the coastal line. The beach areas are the property of the Treasury, they are located in the technical belt of the coast – says O'Donnel.

The press department of the West Pomeranian Voivode reported that the building permit was issued for a complex of three yacht marina buildings together with the necessary technical infrastructure.

“The local spatial development plan for the Eastern Promenade in Międzyzdroje allows the construction of such a facility in this place. According to the project, the accommodation and gastronomic base was planned for the needs of the organization of regatta, sports competitions, trainings, camps, etc” – we read in response to our questions.

The undertaking was also subject to agreement with the director of the Maritime Office in Szczecin. The Woliński National Park was also a party to the proceedings regarding the issue of a building permit.

– The investment is implemented outside the Wolin National Park and outside its buffer zone, which limits our possibilities in the scope of direct impact on administrative decisions – explained, however, Wioletta Nawrocka, director of the Wolin National Park.

Mikołaj Kirsche on behalf of the investor assured that construction has all the required consent and permits issued by the competent offices. He noted that the appropriate security indicated by the Maritime Office is included in the construction.

The construction supervision inspector in Szczecin is supervised by the construction.

Phalanx

– This is a case of phalanxes – says Dr. Łukasz Pancewicz, urban planner. – The commune authorities and the Maritime Office treated the apartment building just like the infrastructure of the yacht. As a rule, marinas are accompanied by hangars for yachts, shockly, or training rooms for sailors, not a luxurious hotel. The project arises in harmony with local law, the investor will achieve a track profit, and the municipality will brag about the investment. At the same time, we see that the project causes lively social reactions, offended with its intervention into a local landscape, and also raises criticism from the environment of architects. In the long run, such action undermines faith in honesty, effectiveness and equal treatment of investors by the spatial planning system. The hotel will change this fragment of the beach forever, it will also be a space for customers of a luxury hotel, not necessarily for sailors – says Pancewicz.

At the same time, he argues that it is impossible to talk about construction arbitrariness. – Investors proposed their interpretation of the provisions of the plan regarding the infrastructure of the yacht marina, in the area in the plans as industrial, it was not questioned by any of the authorities – commune authorities, the Maritime Office or the voivode. The proposal was not protested by the parties to the proceedings. Of course, you can ask questions how to stand an apartment building in the dunes line from protecting the technical belt of the sea or landscape. Apparently, officials said that they see no obstacles in such implementation – comments Pancewicz. – The investor used the possibilities that he gave him a local plan and the treatment of the apartment building as “the land part of the yacht maritime maritime marine” in Międzyzdroje, through the organs issuing the building permit and the reconciliation of the project – he added.

“Unlimited sea view”

Tourists and city residents have mixed feelings. – Front windows must have a great sea view. I think that the sunbathers will not be disturbed by this view – said Mrs. Kamila. “It will probably increase the attractiveness of the place,” Mr. Adam pointed out.

According to Paweł, this type of investment should not be created so close to the beach. “Let the apartment buildings start building on the very shore,” he said. – As for me, it spoils the whole sight of this place. Instead of looking at Kawcza Góra, I have two buildings – added Mr. Krzysztof.

On the developer's website you can read that the offer includes luxurious apartments with different slices from 28 to even 117 square meters.

“This object is more than what has already been created on the banks of the Baltic Sea. This is more than just a full range of amenities – it is a new comfort zone. Something more than location – because in addition to sitting on the beach itself and unlimited view, it is characterized by the surroundings of incredible nature (original spelling – note)” – we read.

Among the amenities will include Fitness zone, sauna, jacuzzi, kids room, observation deck or restaurant. There are to be a total of 153 apartments in two buildings.

We sent an email with detailed questions to the developer, but until the publication of the article we did not receive an answer.

Trend from other countries

Mirosław Król, an expert of the real estate market, said that developers are doing everything to have the most attractive place for the construction of their facilities, because customers are eager to buy such real estate.

– The city or resort, especially the seaside, wants development and will often undergo large investments, which will make their area more attractive and attract more investors – explained the expert. – Unfortunately, nature suffers very often with the development and urbanization. The question is where environmental protection begins, and where the business ends and taking care of the city's attractiveness – he added.

Advocate Piotr Semeniuk from the portal certainlokal.pl pointed out that in Poland there is more and more visible trend present in other countries, i.e. occupying the quay by developers, in order to build skyscrapers and luxurious apartment buildings. – Our coast will probably also be more built -up for apartment buildings – he added.

Apartment buildings are to be ready at the end of 2025.
