The amendment to the health contribution will affect the method of settling with the treasury

In the Presidential Palace, consultations with the Council of Social Dialogue on the Act reducing the health contribution for entrepreneurs began. The amendment to the Act on healthcare services financed from public funds and some other acts was sent to the president's signature.

The president at Monday consultations at the Presidential Palace noted that the amendment on the health premium was not consulted with the Council of Social Dialogue (RDS), which – as he assessed – is an unacceptable situation.

At the beginning of the meeting, the president stated that “the situation is specific” because the trade unions demand blocking this law. He added that critical voices fall from both OPZZ and NSZZ “Solidarity”.

The president emphasized that some entrepreneurs have a different opinion, which is why he would like to listen to these opinions directly.

– Dear Mr. President, the time of using employees has ended. (…) ETHACTS will not maintain the entire social and health security system – said the chairman of NSZZ “Solidarność” Piotr Duda.

He also added: – Nobody in public space says that this law is socially unfair, because the contribution of 9 percent of full benefit must also be paid by pensioners, but some may pay a flat rate of 9 percent from 75 percent of the minimum wage.

He emphasized that the act was not consulted with the Council of Social Dialogue. – We did not think and did not personally think that another fundamental matter, which is the health contribution, would not be consulted with the Council of Social Dialogue – he said.

The website of employees and employers of the Social Dialogue Council (RDS) opposed the procedure of a project that reduces the health contribution to entrepreneurs without public consultations.

Patient organizations are the opposite reduction in health contributions to entrepreneurs, including National Oncological Federation and Oncofundation Alivia. They pointed out that the Act does not have a guarantee of compensation from the state budget of the revenue defect to NFZ in the amount of PLN 4.6 billion after lowering the health contribution to entrepreneurs.

Candidates for president Adrian Zandberg (Together) and Magdalena Biejat (Left), an agreement of residents of OZZL and the Supreme Medical Chamber appealed to the valuation of the act on the reduction of the health premium for entrepreneurs. They argue that lowering the premium will worsen the situation of patients and deepen the health care crisis.

The amendment assumes the introduction of a two -element health contribution basis for entrepreneurs from 2026 – it would be a flat -rate to a certain level, and from the surplus of income – percentage. The project assuming a reduction in health contribution to entrepreneurs from 2026. In November last year, it was immediately sent to a meeting of the Council of Ministers.

The project was not subject to pre -consultation. The stages of arrangements, public consultations and opinions on the project were also omitted, which was justified by the urgency of the initiative. The project has prepared Ministry of Finance.

Prime minister Donald Tusk He announced that if the president vetos the changes in the health premium, he would take steps as the prime minister to return to this topic after the presidential election.
