From 1 January 2024, the local guard has new powers. Officers can conduct inspections in homes across the country and check what residents burn in their stoves and what Classes is a given stove.

The city guard checks the CEEB entry. Failure to do so may result in high penalties

During such inspections, you must also show your entry in the Central Emission Register of Buildings (CEEB). Failure to show your entry in the CEEB or providing false data may result in a fine of PLN 500 to even PLN 5,000.

The Central Emission Register of Buildings is a register of data on heat sources and fuels burned to heat a given premises. The obligation to report a building to the CEEB applies owners and property managers when the heat source does not exceed 1MW of nominal thermal power.

How to register with CEEB?

You can register with CEEB at the city or commune office via the Internet or by mail. The service is free of charge. To register with CEEB, you must provide the following information:

  • address, type and number of premises in the building (in the case of a multi-family building),
  • type and number of heat sources,
  • if the building has a solid fuel boiler or boilers, it is required to specify the class and number of boilers and the type of fuel used,
  • personal and contact details of the owner or manager.

Completing the CEEB declaration once does not eliminate this obligation. Each new installed heat source requires a new declaration. Therefore, an entry in the CEEB should be made each time the heat source changes.
