The draft budget for 2025 has been submitted to the Sejm. According to the regulations, the government should submit the document to the lower house of parliament by September 30 of the year preceding the budget year.
On Monday, the list of draft legal acts submitted to the Sejm included information that the government had submitted a draft budget for 2025.
According to the Constitution of the Republic of Poland, the government must send the draft budget to the Sejm no later than 3 months before the beginning of the budget year to which the act applies (the Public Finance Act sets the deadline for September 30). After the Sejm adopts the bill, the Senate has 20 days from the moment it receives the budget bill to propose amendments. The president must receive the adopted budget law no later than 4 months after submitting it to the Sejm and has 7 days to sign it.
Budget for 2025 after amendments
Last Saturday the government adopted amendments to the draft budget for 2025. According to the revised design budget revenues will amount to almost PLN 632.85 billion (an increase of PLN 230 million compared to the original project). Budget expenditure is still expected to amount to PLN 921.62 billion. The deficit was reduced by PLN 230 million and will amount to a maximum of PLN 288.77 billion.
Next year's draft budget includes, among others: 7% wage increase, 5% increases for the public sector, 3.9 percent economic growth and 5 percent inflation. Defense spending is expected to reach 4.7 percent. predicted GDP.
The government project assumes that next year's salary increase will amount to 7% and 5%. the base amount for teachers' salaries and for state budget employees, including officers and soldiers, employees of ministries and central and provincial offices will increase. The employee remuneration fund will also be increased ZUS and KRUS.
The project planned, among others, PLN 124.3 billion for national defense. Together with the expenditure of the Armed Forces Support Fund, next year's expenditure on national defense will reach PLN 186.6 billion, i.e. it will be PLN 28.6 billion higher than planned for this year. This means that in 2025 military spending will amount to 4.7%. GDP, while this year it is 4.2 percent. GDP.
For health care – including National Health Fund – PLN 221.7 billion was planned, which means an increase in expenditure by nearly PLN 31 billion. In addition, PLN 8.4 billion will go to the “Active Parent” program, PLN 62.8 billion to the “Family 800+” program, and PLN 3.2 billion to widow's pension. On the 13th and 14th retirement PLN 31.5 billion will be allocated, and PLN 24.2 billion will go to the indexation of pension and disability benefits.
The Ministry of Finance forecasts that in 2025 the deficit of the general government sector (government and local government institutions) will amount to 5.5%. GDP. The expected ratio of this sector's debt to GDP (according to the EU definition) will be 54.6%. at the end of 2024 and 59.8 percent at the end of 2025, i.e. below the reference value specified in the Treaty on the Functioning of the EU of 60%. State report public debt to GDP will amount to 43.3 percent in 2024 and 47.9 percent in 2025 and will remain safely below the prudential threshold of 55% specified in the Public Finance Act.
