At the end of August government adopted the draft budget act for 2025. However, just a month later, ministers debated the budget again. An urgent meeting was held on Saturday (September 28). governmentwhich concerned amendments to the Act. These, however, were largely related to the mobilization of additional funds to help flood-affected areas. What has changed?

In the official statement of the Council of Ministers we can read that: reason introduction changes there was a need to provide financing for the reconstruction of flooded areas. The amendments increased the specific reserve for counteracting and removing the effects of natural disasters by PLN 2.194 billion. Now it will amount to PLN 3.191 billion. However, the funds planned in reserves were reduced, including, among others: for liabilities of the State Treasury (decrease by PLN 400 million) and general reserve (by PLN 279 million).
The expenses of common courts were also reduced by PLN 321 million by postponing the implementation of some construction and IT investments to the next year. However, spending on housing increased by PLN 420.2 million. According to the amendments, they will amount to PLN 4.7 billion. Greater budget – by PLN 50 million – the National Science Center will also receive. An additional PLN 40 million was also secured to finance the Office for Foreigners.

At the same time, the government emphasized that “planned funds for health care, national defense, social programs and strategic investments remain unchanged.” It was also recalled that part of the funds for aid for flooded areas will come from the European Union budget, mainly from cohesion policy.
The Chancellery of the Prime Minister also calculated that the state budget revenues will amount to PLN 632 billion. However, expenses will remain unchanged and will amount to PLN 921.62 billion. In turn, the state budget deficit is expected to amount to PLN 288.77 billion.
