He also announced three new investigations into RARS.
On August 22, the prosecutor's office announced that in the investigation into irregularities at RARS, it had issued a decision to present charges against the former head of the agency, Michał K. and Paweł Szopa. This concerns participation in an organized criminal group and failure to fulfill obligations and exceeding powers in order to obtain financial gain.
“It was a conscious action”

He added that his observations show that “both the organizational structure of the agency, to a certain extent, as well as the procedures that allowed for such purchases to be made, were consciously created.” When asked whether by politicians, he replied that “certainly by the agency's authorities, in terms of procedures and structure.”
However, he added that he believed this was done with the knowledge of politicians. – The act itself is constructed in such a way that, in my opinion, it also requires some corrections. However, the Act allows for purchases practically bypassing the Public Procurement Act, but according to specific procedures. These procedures were created, but even these procedures were not followed during the purchases, said the head of RARS. – I think it was a conscious action and we will see what the results will be as they progress, he added.

Rajchel said that when he came to the agency, there were “nine investigations underway by various services.” – There was a time when there were seven. It went back to nine. And after today's notifications that I received that investigations have been undertaken, there are already twelve. Three more, new ones – he informed. He noted that he could not reveal details.
– They concern purchasing procedures and what was happening in the agency – he revealed laconically. However, he talked about the reports he himself had submitted to the prosecutor's office.
– Generally, they concerned the purchase procedure and, in general, the decision to purchase a very important product, such as wheelchairs and hearing aids for disabled people. I believe that it is not the role of the agency to make such purchases – he said. According to him, those who made these decisions were motivated by the desire for profit.
RARS “has become an equipment rental for the disabled”
– The agency has become a rental company of equipment for the disabled, a very important thing, but this is not the role of RARS. This rental company works when it comes to hearing aids, but when it comes to wheelchairs, there is a problem with signing a contract for the service of this type of product. – this is how General Rajchel assessed the contract signed with RARS under the previous government and the State Fund for Rehabilitation of Disabled Persons.
He said that 38 different types of strollers were purchased. – Imagine that you come to a car service that services 38 types of different cars. This cannot be done in one place and the procedure cannot be refined in such a way that it leaves no doubt that it is possible to implement. We're working on it. It's hard for me to say how it will end and when it will end, he added.
