They do not want to go back to their homes, they do not want to rebuild them, because they know that another flood, destruction and trauma are only a matter of time. We are talking, among others, about the inhabitants of Lądek-Zdrój. The government has a proposal for them – it will buy only for demolition houses at a higher price than market.
Nobody rebuild some houses in Lądek-Zdrój. They were intended for demolition. – I don't want to live here and I don't want to look in this direction at all. If I am to come here, check something, I just get sick – confesses Agnieszka Dec, a resident of Lądek -Zdrój.
They were flooded with every major flood – in 1997, 2010 and 2015. – All the variants that have been developed are flooded here. Me, my neighbors, just this area here, so we have no other choice – admits Mr. Roman, a resident of Lądek -Zdrój.

New law and sale price higher than market
None of the residents we meet in Lądek-Zdrój wants to stay there. The government has developed a new law that will make it easier for them to move. Owners of buildings intended for demolition damaged by last year's flood will be able to voluntarily resell them to the State Treasury at a higher than market price.
– The idea that we all expect here, and this is an idea, acting, a responsible state. Because this is how a responsible state should work – says Katarzyna Gonera, a resident of Lądek -Zdrój.
Securing such places against another flood would mean huge costs. – Technologies that are today are indeed very advanced and are able to protect us from water operating under pressure, under pressure. However, it is not always so easy to introduce existing buildings – indicates prof. Paweł Krause from the Faculty of Construction of the Silesian University of Technology.

Polish Waters will be able to buy selected real estate
The new law also assumes that Polish Waters on behalf of the Treasury will be able to buy selected real estate located in areas with the consent of the owners where the risk of floods is over 10 percent.
– The introduction of this amendment does not mean that the State Treasury will buy real estate from all people who are interested. This would involve a huge, gigantic budget, while we focus on priorities – explains Tomasz Kułakowski from the Department of Cooperation and Monitoring of the Reconstruction of the Chancellery of the Prime Minister.
It is about real estate necessary for the construction of flood infrastructure. Her project is being created. – Consultations last until April 30, and the planned activities spread over 8-10 years are to amount to about PLN 2.4 billion, up to 4 billion zlotys, because depending on the variant that will be determined – says Mateusz Balcerowicz, deputy president for flood protection and drought at the Polish Water Farm.
There are plans, among others, new retention reservoirs and flood embankments. According to climate specialists, phenomena such as last year's flood will occur more and more often.

– We are constantly trying to move water from us, and in fact there is already a reflection in the world that it will not work.
