The results of the NIK audit show that there were more irregularities at the Government Strategic Reserve Agency. The controllers revealed the details of the contract with the company, which earned millions on cooperation with the agency. The company belonged to the neighbor of the then Vice President of Rars – said Onet on Tuesday, who reached the results of the inspection.
The investigation into irregularities in the activities of RARS Silesian PK PKi runs from April 12, 2024. They were initiated on December 1, 2023 at the Regional Prosecutor's Office in Warsaw and entrusted to conducting CBAMazowieckie Customs and Tax Office and the Police Interior Office.
The basis for initiating the proceedings were materials gathered by the CBA and two notifications of suspected crimes submitted by the General Inspector of Financial Information. The National Prosecutor's Office argues that the collected material justifies suspicion of abuse when making public procurement.
Until now, charges have been charged with, among others The former RARS president Michał Kuczmierowski (agrees to give his name), three other agency officials, as well as Paweł S. – creator of the Red IS BAD brand. The allegations concern in particular participation in an organized criminal group, exceeding powers by public officials, money laundering and reference to influence in a public institution. They also include irregularities in spending not less than PLN 340 million by the Agency.
From October 2024, the Supreme Audit Office also studied irregularities in RARS. Head of the chamber Marian Banaś He announced the submission of notifications to the prosecutor's office. He informed that there would be one “one notification in the case, and the other would be against specific people who participated, are responsible for actions.”
Millions for the neighbor of the former Vice President of Rars
According to Onet on Tuesday, NIK control revealed subsequent abuse in RARS, this time regarding the contract with Viper24 from Sulejówek near Warsaw. According to controllers, the company belongs to the neighbor of the former vice president of the Agency Marcin Wasilewski. Earlier he also served as the director of the operational office. As Onet passed – citing the results of the NIK inspection – he was to be responsible for choosing the company.
RARS was first to buy 9 tractors from the company for PLN 5.7 million and two refrigerators, to serve to transport humanitarian aid to Ukraine. The contract was concluded on July 5, 2022, and four months later the agency rented the same tractors to the company from which it had previously bought them. Then the company signed a contract with RARS for the provision of transport services.
The rental of tractors cost Viper24 PLN 1.4 million, and the title of the contract the company earned another nearly PLN 6 million. The agency was also to agree to cover fuel costs for vehicles.
“In the period from November 9, 2022 to June 30, 2024, fuel was equipped with a total value of approx. PLN 2.8 million” – state officers of NIK, cited by Onet, say in an post -audit speech.
The contract with the company was signed, although RARS “had the team of drivers with entitlement to drive this type of vehicles and thus, transport services could be carried out using their own personnel resources.” As a result, the agency incurred expenses in the amount of 285 thousand. PLN per month.
Who is responsible for irregularities?
The NIK report also shows that “the then director of the Operational Office, which negotiations, approved the application from the simplified procedure to the provision of transport services, as well as signed the vehicle lease agreement and the contract for the provision of transport services, and then annexes to them”.
The auditors decided that the purchase of transport services, bypassing RARS employees, including the proper substantive cell, and the failure of the market discernment and negotiations with the company located in its vicinity “was a sign of lack of transparency in the spending of public funds.”
